Monitoring and Evaluation Advisor, Zambia

CAMRIS seeks a qualified Monitoring and Evaluation Advisor candidate for an upcoming five-year USAID-funded contract for Accountable Governance for Improved Service Delivery (AGIS) in Zambia project. The project is anticipated to be working with select ministries in Zambia to improve service delivery and accountability by strengthening procurement, audit, and internal control functions.
Responsibilities:
The M&E Advisor is responsible for performance monitoring support; performance and impact evaluations; related assessments and research; related capacity strengthening for stakeholder staff in monitoring and evaluation, data analysis and use to improve the project. Duties include:
  • Oversee monitoring and evaluation, analyses, and assessments throughout the life of the project, including the data quality assessments, participatory data collection methods and protocols, and data quality verification techniques.
  • Responsible for the design, quality development and production of all data quality assessment reports.
  • Assist in the production of evaluations reports and any assessments, population based surveys and studies including the testing of the development hypothesis. This will include the design of the methodology and participatory data collection methods and protocols for both performance and impact evaluations.
Qualifications:
The individual must be a professional who has:
  • A Masters degree in international development, statistics, economics, research methods, political science, public policy, social science or related field.
  • At least seven years of demonstrated experience in monitoring and evaluation, data analysis, and assessments, including evaluation methodologies, population based surveys, performance management plan development participatory data collection methods and protocols, and data quality verification techniques for large development projects.
  • Proficiency in Microsoft Word, Excel and PowerPoint required.
  • Ability to fully and effectively communicate, both orally and in writing, in English is required.
