M&E MANAGER (DREAMS PROJECT)

The purpose of this position is ensure the effective implementation of the DREAMS’S monitoring and evaluation component across all sites.  He/she will develop strong M&E systems which requires a great deal of planning. The M&E Manager will play a key role in facilitating the input of project staff, partners and other stakeholders in project design and measurement activities. The position will form part of the team for effective implementation of the DREAMS project under Latkings Outreach.
KEY FUNCTIONS AND RESPONSIBILITIES
  1. Develop overall M&E system and reporting for DREAMS, according to donor specifications.
  2. Ensure the timely submission of high-quality progress and other reports to donors and other key stakeholders for the DREAMS project.
  3. Represent Latkings Outreach and DREAMS Project to the donor community, stakeholder meetings and the general public.
  4. Assist field staff with project start-up and closeout including traveling to the field as assigned.
  5. Help build the capacity of data entry staff and field implementing officers in monitoring and evaluation, promoting a culture of learning.
  6. Supervise regular data collection through implementing sites and ensure quality of the data by random verifications and validations
  7. Record, manage and preserve monitoring and evaluation data in a safe and accessible way
  8. Analyze and discuss findings based on regular monitoring data
  9. Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partners.
  10. Ensure that implementation of field activities adheres to Latkings Outreach’s monitoring and evaluation system
  11. Support partners in conducting baseline surveys and KAP surveys where needed
  12. Participate actively in program planning process and budgeting of the programme quality and fundraising unit
JOB SKILLS AND REQUIREMENTS
  1. Leadership Skills: You will have to keep your employees motivated, resolve conflicts and make hard decisions for your employees.
  2. Time Management: You will be working with employees, clients and management, often spinning multiple plates at once.
  3. Math and Budgeting: Project managers are expected to keep and maintain a budget in almost every field. You will need to be confident in using math skills to make sure you know how your project budget is performing.
  4. Analytical Skills: You will also need analytical skills to be able to solve problems that may come up during a typical work day. You will be analyzing data and making decisions that affect the project on a regular basis.
  5. Bachelors degree in project management, public health, development studies, demography OR specific M&E qualifications and statistics.
SKILLS/EXPERIENCE REQUIRED
  1. Experience is needed
  2. Familiarity with health care delivery in Zambia.
  3. General understanding of computers and appreciation for information systems theory and design.
  4. Analytical skills to identify problems and offer solutions.
  5. Political and people skills to effectively manage change.
  6. Business acumen and insight into clinical processes.
