MONITORING & EVALUATION OFFICER – Plan International Zambia

Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has programme units in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located.
We are looking for an experienced, innovative, motivated, self-starter individual to fill the following vacancy:
Monitoring & Evaluation Officer – EU Framework (Child Protection and Health Projects) (1) LUSAKA
Job Purpose:
To ensure programme effectiveness and learning in the delivery of the Child Protection Country Programme. The M&E Officer will provide support to the Child Protection Country Programme and partner organisations. The officer will also be responsible for development of the M&E system, monitoring tools, operational planning, reporting, and capacity building of partners in M&E.
Key responsibilities for this position include;
  • Supports development and review of projects to ensure that the strategies and approaches used are in line with the EC Project log frame and conditions, PU Long Term Plans, and the Country Strategic Plan.
  • Supports the development of MER plans for programme effectiveness and learning in the delivery of the EC project and other programmes.
  • Strengthens and institutionalises corporate monitoring systems, and tools for the Child Protection Country
  • Programme for effective management of outcomes and results of the EC Project.
  • Facilitates development of PU’s participatory monitoring and evaluation systems including Community
  • Participatory Monitoring and Evaluation (PM&E) Systems for enhanced accountability.
  • Provides technical leadership in planning and coordination of baselines, assessments, evaluations, research and other studies to enhance performance measurement and learning with partner organisation on the EC project.
  • Leads the Child Protection Programme team in generating and sharing lessons learnt and best practices from MER activities for continuous programme improvement.
  • Facilitates capacity-building in M&E for staff and partners to ensure quality data collection and management.
  • Ensures production of timely and high quality project/ programme monitoring and evaluation reports for evidence based accountability in line with EC conditions
  • Support EC Result Missions
  • Participates in development of annual programme budgets and project operational plans
Individual Specifications include:
  • Possession of a Bachelors Degree in Social Sciences or equivalent from a recognised university.
  • At least 2-4 years experience with 3 years practical work experience in monitoring & evaluation
  • Demonstrated skills in usage of statistical packages
  • Experience in participatory methodologies
  • Proven understanding of programming concepts and Human Rights Approaches to Development.
