SENIOR BUDGET ASSISTANT JOB AT UNICEF ZAMBIA


The United Nations Children’s Fund (UNICEF) Zambia is looking for suitably qualified candidates to fill the following vacancies:
Senior Budget AssistantFixed-Term Appointment, GS-7 (General Service Category, Level 7), for 1 year (renewable) to be based in Lusaka.  The incumbent will work under the general supervision of the PM&E Manager, He/ She will Perform a variety of specialized tasks in support of the preparation, monitoring, and control of country office budget and performance data, involving several different sources of funds, information gathering and analysis of data/trends. Performs a variety of information collecting, monitoring, technical and administrative services of moderate scope and difficulty in support of programme management activities.
Duties
  • Support the Programme Management Unit in overall programme budget management and monitoring in VISION/ SAP. Generate monitoring and performance reports, grant utilization, overall DCT levels, outstanding donor reports, other reports as required for the country programme management and make recommendations of action for follow up.  Prepare data for Programme Management Meetings, for Country Management Team (CMT), review and for Regional Office reporting purposes.
  • Organize data and information, prepare and maintain records, documents and control plans for the monitoring of programme implementation. Coordinate preparation and monitoring of, for example, field programme monitoring visits, training plans etc.  Support the Programme Monitoring Unit in coordination activities for the programme as a whole.
  • Prepare background information for use in discussions with government and other organizations.
  • Contribute to the preparation of reports, programme documents and correspondence with government by providing information, preparing tables and graphs and drafting relatively routine sections of such reports. Prepare visual materials to support Programme Monitoring Unit staff in presentations for meetings, trainings etc.
  • Supports the PMU in maintaining office files for HACT management, PCA management and Planning and reporting purposes. Provides overall guidance to staff, in particular senior programme assistants, on budget control and management.
  • Performs other duties, as required
Education requirements
Completion of secondary education secondary. Preferably supplemented by bachelor’s degree or equivalent in mathematical oriented fields.  Knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization. Excellent skills in excel and data manipulation, with training in financial management and accounting principles.  Six years’ experience in budget or financial-related work of the organization.
