Job Purpose
The purpose of the post of Communication and Advocacy adviser will be to lead and promote advocacy initiatives, which will contribute to addressing extreme poverty in line with Concern Zambia‘s country strategic plan and advocacy strategy. The incumbent will improve the use and quality of data and documentation to effectively communicate objectives of Concern’s programmes, evidence based achievements and learning across a wide variety of target audiences. S/he will highlight the challenges of poor people, showcase innovative approaches to poverty alleviation for the purposes of learning, advocacy, and fundraising.
Main Duties and Responsibilities
Advocacy strategy implementation and review
§ Lead the implementation of Concern Zambia’s advocacy strategy.
§ In collaboration with the PM&E coordinator, District programme Coordinator and sectoral Coordinators document evidence from the Concern Zambia programme in a way that will be used as input for advocacy and fundraising.
§ Prepare and disseminate documents and briefs from Concern Zambia programme data, reports, evaluation reports and follow up surveys.
§ In consultation with the programme staff prepare an annual advocacy plan which will include staff to implement the plan. The plan will address the needs and rights of the extreme poor as well as having a positive impact in raising the profile of Concern Zambia’s work.
§ Identify, plan and support relevant research to further advocacy objectives
§ Support the country programme to link advocacy initiatives to the policy of How Concern Understands Extreme Poverty and ensure that advocacy promotes the return on assets, reduction of inequalities, risk and vulnerabilities;
§ In collaboration with the budget holders plan and develop the annual advocacy budget and monitor the expenses of initiatives and activities related to advocacy;
  • Collaborate with the PM&E Coordinator to develop tools to document and disseminate success stories, lessons learnt and best practices in Concern’s work through case studies, narratives and images for internal and external target audiences
  • Research and stay well-informed of issues, trends, social/political/economic changes, etc. that may impact Concern Zambia’s work in particular, and development and emergency interventions in general;
Communication, Networking and Representation
§ Document and disseminate success stories, lessons learnt and best practices in Concern’s work through case studies, narratives and images for internal and external target audiences
§ Ensure that Concern is an active, contributing and engaged member of selected networks. Also, to engage , with government, (national and local), INGOs and other CSO working groups within Zambia ensuring a positive impact on the organisation and its partners;
§ Attend sector specific coordination meetings on behalf of other colleagues as necessary;
  • In consultation with the Director of Programme and the Country Director establish and maintain media and public relations as required to enhance Concern and donor visibility
  • Ensure all IEC materials are of the highest standard, working closely with the programme and system teams
  • Proof read and edit all materials for an external audience and assist with formatting the same.
  • Ensure all materials are correctly branded and advise Systems staff on the same.
  • Ensure all documentation and communications are in line with the Dochas Code of Conduct on Images and Messages
  • Actively take part in Concern Zambia Report and Proposal Writing
  • Prepare and submit monthly situational reports in relation to advocacy input.
Capacity-Building
§ Ensure that Concern Zambia staff are familiar with the Concern advocacy guide and strategy and that it is used to inform our advocacy work;
§ Assess the advocacy learning and development needs of staff and partner organisations;
§ Gather examples of good practice both within the organisation and beyond to inform on-going advocacy efforts.
§ Provide training to key staff on Dochas Code of Conduct on Images and Messages.
§ Identify opportunities to raise Concern’s International profile, such as print or online media;
§ Fulfil any other responsibilities as may be assigned by the line manager ;
PERSON SPECIFICATION
Education, Qualifications & Experience Required:
ESSENTIAL
§ Relevant university degree in Social Sciences, journalism, media, international relations, development studies, or other discipline, with a post graduate qualification preferred
§ At least 3 year ‘s experience in advocacy, communication, public relation or related field experience
§ Excellent ICT skills and knowledge
§ Commitment to humanitarian principles and actions
§ Knowledge and understanding of the international humanitarian/development system and the mandates of the actors involved, with ability to link this to advocacy.
§ Proven experience in influencing and lobbying for policy change and practice
§ Excellent English language communications skills (written and spoken)
§ Strong data analysis and interpretation skills
§ Good initiative and ability to work with minimal supervision
§ Experience in media engagement
§ Strong writing skills
§ Ability to work both as part of a team & independently
Special Skills, Aptitude or Personality Requirements:
§ Proven ability in developing and coordinating advocacy strategies
§ Excellent skills in representation and communication and the ability to communicate effectively with a wide range of audiences
DESIRABLE
§ Previous Concern experience and knowledge of Concern Worldwide advocacy strategies in Hunger
