Terms of Reference for Designer of SNV Promotional Products
1. Background
SNV Netherlands Development Organisation in Zambia is an international non-governmental organisation that provides advisory services, development and brokering of knowledge, and supports policy dialogue to local organizations. The recipients of these services include the public sector, private sector, farmer groups, and civil society organizations. SNV’s activities aim to upscale and have high impact on development. To accomplish this, SNV Zambia works in partnership with the public sector, private sector and other development organisations.
SNV develops promotional products to manage its public relations and market its services and products to donor agencies and to create demand for its services and products to end users, clients and partners.
It is for this reason, SNV wishes to hire a consultant to design, layout and edit its promotional products for 2016.  (One-year running contract)
 2. Objectives
The objective of this consultancy is to:
  1. To ensure that SNV promotional materials and products follow the SNV corporate guidelines
  2. To provide attractive products to end-users to aid in project promotional activities and value chain development in SNV’s projects.
  3. To provide attractive products to donors, partners and clients that will stimulate resource mobilisation and exposure of SNVs programmes internationally and nationally.
3. Activities
The consultant is responsible for the design, layout and, in some cases, editing of all promotional products following SNV corporate guidelines. Promotional products include, but are not limited to:
  • Reports
  • Pop-up Banners
  • 3-fold Brochures
  • Posters
  • Fliers
  • Billboards
  • Banners
  • Cover pages
  • Capability Statements
  • Project Briefs
  • Positioning Papers
For all products:
  • Designs must be creative and attractive while using the SNV corporate identity guidelines as basis (colours, fonts etc.). The SNV branding toolkit will be shared with the consultant.
  • In cases where products will need editing, the consultant will be responsible for proofreading and editing the text of the products. The consultant must ensure the text is precise, concise and easily readable for all actors in development with whom SNV works, including local and international civil society, donors, government institutions, local service providers, private sector, etc.
Timeline: A specific timeline will be shared with the consultant to deliver the requested product of each assignment. The overall agreement will end on 31st December, 2016.
Target group: donor agencies, international and local partners, clients, and end-users.
Participants in the activity: Consultant and the Communications Officer.
Location of activity: Consultant’s place of work or home base.
4. Reporting line
The consultant will directly liaise with the Communications Officer who is responsible to  provide all the texts, pictures, graphs, guidelines and all other material that will allow the consultant to do his/her job in a satisfactory manner.
5. Payment Terms
Payment will be done based on deliverables, 100% satisfactory completion per assignment. The consultant will be paid after completion of each individual assignment. The payment will be made after the Communications Officer approves quality of work done and after consultant has invoiced SNV.
6. Qualifications requirements for Consultant
  • Professional/Official relevant qualification or certification in design.
  • Vast experience in design and editing.
  • Experience in Adobe Photoshop, Illustrator, InDesign and/or CorelDRAW
  • Fluent in speaking, reading, and writing English;
  • Good communication, relational and computer literacy skills.
  • Experience producing promotional products in various local languages – including translation skills – is a plus.
7. Submission of Technical & Financial Proposal
Your proposal should contain the following;
  1. A cover letter, and CV of consultant
  2. At least two samples of work previously undertaken that is similar to the proposed assignment
  3. Statement of your understanding of the Terms of Reference and tasks to be accomplished
  4. Complete the attached bio data form
  5. Your proposed overall budget.
8. Evaluation of the proposals:
The evaluation of the proposals shall be based on the following.
  1. a) Your experience – you must have done similar exercises.
  2. b) Professional qualifications
  3. c) Your understanding of the assignment and proposed method or approach to carry out this exercise.
  4. d) Your remuneration as indicated on the bio data form.
  5. e) Your proposed overall budget.
