Community Development Facilitators
Concern Worldwide is an International humanitarian NGO working in Zambia since 2002. Concern’s Programmes focus on the extreme poor and work to improve nutrition, increase agricultural production, empower women and promote livelihood security and resilience in Central and Western Provinces. Gender equality and HIV & AIDS are mainstreamed within all Concern’s programmes.
Due to poor rains in the 2014/2015 growing season, Western Province experienced a 44% drop in maize yields over the previous year resulting in a serious food security crisis. The Government of Zambia is responding with food support for the most affected and Concern will support training of the District and Satellite Disaster Management Committees to support distribution and response.
With funds from Irish Aid, Concern will also provide 4,000 farmers with seed to replace stocks for the 2015/2016 growing season and advice regarding climate smart agriculture practices that can cushion against variable rainfall and drought.
We are currently looking to recruit 3 x Community Development Facilitators to be based in our office in Senanga on a 7 month assignment. Concern is an equal opportunity employer and would welcome applications from qualified women.
Job Purpose: The principal purpose of the position will be to support implementation of the Drought Recovery Support Project at community level working closely with the District and Satellite Disaster Management Committees (SDMCs) and Government Agricultural Extension Officers in line with the approved project proposal. The CDF will provide continual support to the project beneficiaries and will be based at the District level.
Main roles and responsibilities
  • Responsible for day to day delivery of project outputs at community level
  • To report against overall objectives and outputs on a monthly and quarterly basis and report annually on outcomes of the Recovery Support Project in the respective district.
  • Mobilisation of the beneficiary for meetings, trainings and any other project activities
  • Facilitate technical support to beneficiaries on an on-going basis with regular visits to field to address progress and assist beneficiaries as required
  • Facilitate community level trainings directly or in collaboration with other key stakeholders
  • Facilitate transparent identification of the beneficiaries using the approved selection criteria
  • Maintain the database of the identified beneficiaries in the respective district
  • Provide weekly and monthly reports on project implementation status and submit timely reports to the Project Manager
  • Organise trainings for beneficiaries as appropriate particularly focusing on conservation agriculture.
  • Organise review meetings with beneficiaries as appropriate and document progress through producing monthly reports using formats provided.
  • To coordinate the distribution of inputs to beneficiaries
  • With the Project manager, develop monthly work plans as derived from the project detailed activity plan and ensure implementation of planned activities within budget.
  • Work with gender officer to sensitise the community about gender and HIV and AIDS
  • To contribute in documenting and dissemination of lessons learned at community level.
  • To promote accountability to beneficiaries through sharing information, promoting inclusion of beneficiaries in project activities and ensuring complaints mechanisms are functioning.
Other key tasks and responsibilities:
  • To adhere to and support the implementation of the Concern staff code of conduct and Programme Participant Protection Policy as described in the National Staff HR Manual
  • To contribute to and support the implementation of Concern Zambia’s Humanitarian Accountability Framework and plan
  • Other tasks as directed by the line manager.
Education and Qualifications Required:
  • Grade 12 leaver’s certificate
  • A graduate qualification in a relevant subject Development or Agriculture
  • Relevant experience of working in the field
  • Knowledge of the local language
Special skills, aptitude, or Personality Requirements:
     Essential:
  • Commitment to capacity building of beneficiary farmers
  • Knowledge of Conservation Agriculture
  • Good understanding of gender/equality issues, advocacy, disaster risk reduction, and rights based development.
  • willing to live at village level with minimum facility
  • Working knowledge of Lozi language
