FINANCE & GRANTS MANAGER , Lusaka, Zambia


CARE International has partnered with Concern Worldwide Zambia (CWZ) and the Nutrition Association of Zambia (NAZ) in the Scaling UP Nutrition Fund, whose aim is to promote harmonization and alignment among key Cooperating Partners (DFID, SIDA and Irish Aid) and stakeholders, avoiding duplication of efforts as well as reducing transaction costs for all partners, including the Government of Zambia. The program is supporting implementation of the Government’s First 1000 Most Critical Days programme, focused on scaling up evidence-based priority interventions to tackle stunting, in 14 priority districts across the country. Implementation of activities will be carried out primarily through Grants to Government and other bodies (including NGOs and UN Agencies).
CARE International under the consortia is seeking to recruit qualified and experienced professional for the following position:

JOB SUMMARY
The successful candidate will be responsible for the overall effective management of the SUN Fund sub-grants to the Government Line Ministries and NGOs, as a means for ensuring effective Management of the Scaling Up Nutrition Fund for the first 1000 Most Critical Days program in Zambia; to develop and propose sub-grant procedures for the SUN Fund, including templates and guidelines, and oversee policies to manage risk of the program and of individual IPs, oversee assessment of proposals for SUN Fund to ensure compliance with guidelines, and oversee financial management and reporting, etc.
SPECIFIC DELIVERABLES
  1. Providestechnical assistance to the National Food and Nutrition Commission (NFNC), Line Ministries and nog governmental implementing partners in audit, finance and procurement, as agreed within institutional strengthening plans (10-15%); translates the SUN Fund plans into objectives and priorities and obtains the resources necessary to deliver the plan
  2. Leads on developing and agreeing on grant procedures for SUN Fund, including templates and guidelines, with involvement of key internal and external stakeholders, adapting existing CARE Zambia sub-grant manual; Develops, agrees on and oversees policies to manage risk, of program as a whole and of individual Implementing Partners (IPs)
  3. Ensures and oversees adequate assessment of proposals for SUN Fund, including compliance with guidelines and inclusion of adequate budgets for financial risk management; oversees financial management and reporting, and monitoring of financial performance, of Implementing Partners funded by SUN Fund
  4. Manages 4-5 Sub-Grant Coordinators and a Finance Support Coordinator and performs the full range of human resource management activities (i.e., task assignment, coaching, training, performance management and discipline, etc).
  5. Develops terms of reference (ToR) and sources annual audits of Implementing Partners and ensures annual audits of 30% of Implementing Partners, with systems in place to manage risk in remaining 70%; prepares financial and risk components of quarterly and annual reports, to SC and donor.
  6. Develops / Sets up and implement systems to monitor and ensure timely delivery against agreed milestones in the payment plan;  prepares monthly, quarterly and annual financial and risk reports; gives advice on finance policies and initiates action to address key issues with internal and external stakeholders related to area of responsibility on the SUN Fund;
  7. Negotiates agreements with Auditor General, and Finance Departments of Line Ministriesto increase financial oversight of government IPs; Manages relationship with the Auditor General’s office, audit firms, donor finance officer, etc; develops and maintains a communications network which facilitates achievement of the finance objectives for the SUN Fund;
  8. Leadsthe costing of the annual work plans for the Fund and Program, in collaboration with other Management Unit staff
REQUIRED QUALIFICATIONS & EXPERIENCE
  • Bachelors Degree or equivalent in related field or full professional qualifications such as ACCA and CIMA
  • Five years of program management experience with an emphasis on grants management
  • Experience in managing donor-funded Grants program essential
  • Knowledge of DFID, Irish Aid and SIDA processes and regulations will be an added advantage
  • Ability to work effectively as part of a team and coordinate with a variety of stakeholders, maintaining harmonious and productive working relationships
  • Excellent and demonstrable writing and communication skills
  • Willing to travel to different Districts being funded by the SUN Fund
