NATIONAL INSTITUTIONAL AND POLICY SPECIALIST


Project: Consulting Services for the Development of Climate Resilient Infrastructure Standards and Codes for the Transport Sector in Zambia
Position: National Institutional and Policy Specialist
(i) Objective/Purpose of the Assignment:
To support (in absence of international specialist, coordinate) the review of policy provisions, institutional review and institutional readiness reports in Zambia and develop recommendations for integration of climate change into key policy and investment documents (Activity iii); and support development institutional arrangements for long-term cooperation, strengthen road asset management system, and assess gaps and opportunities by road sector stakeholders
(Activity 5).
(ii) Skills required:
The specialists will have:
  • Minimum a Bachelor’s degree in Public Administration, Social Science, Law or a relevant institutional or public policy discipline;
  • At least 5 years professional experience in policy formulation, analysis and evaluation in the road transport sector;
  • Substantive experience (3 years) and analytical skills in climate adaptation, disaster risk management and reduction;
  • Proven experience in the development of policy and institutional arrangements for the adoption and implementation of road norms and standards;
  • Experience in policy and institutional review including assessing institutional readiness to integrate climate change adaptation;
  • Strong team building skills; and
  • Good written and spoken communication skills (in English).
International Road Engineer Duration: 24 months
