LEADER OF GRANT ADMINISTRATION


Leadership of Grant Administration Department at DAPP Zambia
DAPP (Development Aid from People to People) seeks an experienced Grant Administrator to be based in Lusaka, Zambia. This is a full-time position.
Overview
The Leader of Grant Administration is responsible for the development of grant management systems, establishment of M&E framework and tools, compliance assurance, reporting and records management of contractual agreements, provides leadership of the Grant Administration department at DAPPs partnership team in Lusaka and is responsible for grant administration for specific US Government grants.
Essential Job Functions:
  • Work with DAPP’s Country Director to manage all contractual agreements for DAPP. This includes 20-25 contracts with major donor agencies, Government of Zambia and private businesses.
  • Lead development of the M&E framework including developing and maintain systems for data collection, data analysis and data quality assessment.
  • Work with senior program management to ensure smooth implementation of contracts.
  • Advise senior management on matters of concern and elements of risk that can be detrimental to successful project performance.
  • Collaborate with operations staff and other services staff to monitor performance.
  • Participate in project start-up, implementation, and close-out procedures ensuring compliance with terms and conditions of the contractual agreement.
  • Conduct supervisory visits to project staff and build their capacity to provide accurate and timely data.
  • Prepare for and participate in meetings with relevant partners.
  • Write specific reports.
  • Supervise report writing for five-six grant administrators and quality control final products to be sent to partners including financial reporting.
  • Ensure that all contract reporting, deliverables, and related financial / technical documentation are complete.
  • Lead development of Terms of Reference and supervise baseline, midway and final evaluations internally as well as with external evaluators.
  • Participate in reviews of technical proposal and particularly results frameworks and monitoring and evaluation sections of new partnership proposals.
  • Review contracts conditions for potential contracts.
Required Skills & Experience:
  • At least Bachelor’s Degree in in Social sciences or information systems or other relevant field.
  • Experience from leading the work of a team of 5-10 people.
  • 4-6 years’ experience in working with USG and other donors.
  • Experience in design and implementation of M&E systems in the HIV & AIDS care and support sector.
  • Experience with PEPFAR reporting systems.
  • Knowledge of and experience in Monitoring and Evaluation
  • Strong analytical and critical thinking skills.
  • Excellent networking and communications skills.
  • Strong writing skills.
