PROJECT ACCOUNTANT


JSI Research and Training Institute, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)-funded District Coverage of Health Services (USAID DISCOVER-H) Project.The five-year project, which will be led by JSI in collaboration with the Palladium Group, will support the efficient and effective control of the HIV epidemic, malaria, childhood illnesses, and unplanned pregnancies in order to reduce associated morbidity and mortality. The USAID DISCOVER-H vision is to improve the lives of Zambians by ensuring equitable access to and use of high quality health services and products at the district and community levels. Working towards this vision, USAID DISCOVER-H will develop and help sustain a health model that maximizes the relative strengths of the public and private (commercial and non-commercial) sectors, to deliver health products and services that reach all beneficiaries and consumer markets. Through a market-based approach, USAID DISCOVER-H will serve as a strategic partner and steward to the Government of the Republic of Zambia at national, provincial. and district levels in ensuring a conducive policy environment for a total market approach in service and product delivery; conducting and using market-based research to define market segments so that messages, services, and products can be appropriately targeted; and developing partnerships among and between various sectors to help grow and sustain the overall health market in Zambia and reach undeserved populations and areas. JSI is recruiting for the following positions:
Position: Project Accountant
Position Type: Full Time
Location: Lusaka
Main Responsibilities
  • Assist with the day to day accounting including maintaining the 151 field accounts system, examining receipts and vouchers, reconciling advances, projecting and tracking expenditures and accruals;
  • Ensure timely monthly financial reports to the Finance Manager:
  • Assist with monthly home office feedback on submitted financial reports.
  • Assist with the review of provincial expenses and uploads into the main accounting system:
  • Review and facilitate fund request transfers to regional offices;
  • Ensure all office space rentals are paid in time as per lease agreements and the rental schedule is constantly up dated:
  • Tracking and monitoring of provincial staff advances including reconciling of cash balances between the provincial database and Lusaka main database;
  • Conduct financial supervisory visits in the provincial offices including continuous capacity building of Finance personnel
  • Assist the Finance Manager to ensure compliance with all US Government (USG) and JSI financial management policies and regulations.by all USAID DISCOVER-H offices;
  • Ensure that all expenses incurred by project are paid for in a timely manner and ensure VAT free exemption;
  • Process payroll including computation of all applicable deductions.
Required Qualifications and skills
  • ACCA Part II/CIMA Part II or equivalent;
  • At least 4 years of financial & administrative experience:
  • Financial & administrative experience with USAID, funded project& knowledge of USAID rules & regulations.
  • Experience & knowledge of Zambia n tax laws preferred:
  • Excellent verbal & written English;
  • Ability to take initiative & work in teams;
  • Proficiency in Microsoft Word & Excel;
  • Experience with QuickBooks and experience working in an NGO, an added advantage
