Supply Chain Officer


JSI Research and Training Institute, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)-funded District Coverage of Health Services (USAID DISCOVER-H) Project.The five-year project, which will be led by JSI in collaboration with the Palladium Group, will support the efficient and effective control of the HIV epidemic, malaria, childhood illnesses, and unplanned pregnancies in order to reduce associated morbidity and mortality. The USAID DISCOVER-H vision is to improve the lives of Zambians by ensuring equitable access to and use of high quality health services and products at the district and community levels. Working towards this vision, USAID DISCOVER-H will develop and help sustain a health model that maximizes the relative strengths of the public and private (commercial and non-commercial) sectors, to deliver health products and services that reach all beneficiaries and consumer markets. Through a market-based approach, USAID DISCOVER-H will serve as a strategic partner and steward to the Government of the Republic of Zambia at national, provincial. and district levels in ensuring a conducive policy environment for a total market approach in service and product delivery; conducting and using market-based research to define market segments so that messages, services, and products can be appropriately targeted; and developing partnerships among and between various sectors to help grow and sustain the overall health market in Zambia and reach undeserved populations and areas. Overview
The Supply Chain Officer provides technical support to USAID DISCOVER-H service delivery points and the commercial sector at district level to ensure consistent supply of HIV/AIDS and TB, Maternal and Child Health, Reproductive Health and Family Planning commodities. Provide training, monitoring and supervision and commodity pipeline monitoring. Reporting to the HubTeam Leader for day to day supervision.the Supply Chain Officer receives technical suspension from the Supply Chain Coordinator
Main Responsibilities
  • Maintain Pipeline databases for all USAID DISCOVER-H managed commodities and ensure constant resupply from central level through a prescribed timeframe;
  • Gather data,analyze and address logistics system bottle necks;
  • Ensure timely submission of requisition and reports forms for USAID DISCOVER-H managed commodities;
  • Work with other project staff to help identify resource and/or performance improvement needs in order to advance the goal of commodity security:
  • Ensure commodity needs for outreach activities are well managed and systems to promote accountability are adhered co:
  • Collaborate with Ministry of Health to facilitate access to selected public sector commodities;
  • Conduct logistics training workshops and on-the-lob training as assigned;
  • Prepare and present technical presentations as necessary.

Required Qualifications and skills
  • Diploma in Pharmacy, Public Health or related field;
  • At least two (2) years experience in supply chain management of HIV/AIDS treatment and prevention, TB, Family Planning and Reproductive Health commodities public or private sector;
  • Family planning. and Reproductive health commodities in the public or private sector;
  • Experience in logistics/ supply chain management for public health commodities;
  • Experience working with GRZ counterparts and counterparts from other implementing agencies;
  • Detail-oriented person, with good organizational skills;
  • Strong representational and interpersonal skills:
  • Excellent English written and oral communication skills;
  • Computer literate in Word, Excel and PowerPoint.
