Programme Manager – Economic Empowerment (Lusaka)

Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on education, health and sanitation, economic empowerment, including child protection and participation. Plan International’s work is guided by a unique development approach, the Child-Centered Community Development (CCCD). Plan International Zambia has programme units in: Central, Luapula, Eastern, and province as well as in Lusaka, where the Country Office (CO) is located.
Plan International Zambia is looking for innovative, motivated self-starter individuals to fill the following vacancies:
Programme Manager – Economic Empowerment (Lusaka) 
Job Purpose: The economic Empowerment Programme consists of three sections namely micro-finance, youth empowerment, and food security. The Programme Manager is responsible for overall design, implementation, monitoring and evaluation of economic empowerment programme projects while working with Plan partners and communities. The Economic Empowerment Manager (EEM) reports to the Programme and Strategy Manager.
Key responsibilities for this position include;
  • Contributing to the development of the Country Strategic Plan.
  • Assisting in the development and management of the economic empowerment related grants
  • Ensuring that evaluations of projects are done regularly to improve programme outputs
  • Appraising, planning, designing, implementing, monitoring & evaluating of projects
  • Documentation, reporting and dissemination of outcomes and impact of projects
  • Mobilisation, and effective utilisation and management of project resources
  • Ensuring Plan’s CCCD and child protection principles are fulfilled during appraisal, planning, designing, implementing, monitoring & evaluating, and reporting of projects
  • Participating in in-house networks to enhance integration of the Empowerment Programme with other programmes at PU.
  • Establishing Partnerships with NGOs and government entities to leverage resources, increase local resource mobilisation and long term sustainability
  • Documenting project achievements and best practices for internal and external circulation
  • Ensuring design, implementation, monitoring and evaluation of projects is aligned to Plan’s Programme Framework, Programme Effectiveness Framework and the Program Accountability & Learning System, but also to national and district Plans and Policies.
  • Ensuring that research (study, evaluation, etc) findings and  lessons learnt are used to improve project planning and implementation
  • Facilitating capacity building interventions at PU and community levels for, partners and community members
  •  Identifying key child protection risks within your area of operation and put in appropriate control measures to manage them.
  • Raising  children’s rights/protection awareness within Plan and amongst partners including  community members
Individual specifications include:
  • Degree in Agriculture/Natural Resource Management/Business/Development Studies or related discipline.
  • Master’s Degree  will be an added advantage
  • 4 – 5 years work experience in the above fields of which 3 years have been at the management level
  • Develops, motivates coaches and manages programme  teams in the country to promote high performance
  • Promotes innovation and learning
  • Strong resource mobilisation skills – proposal development and appraisals for programme work preferably in an NGO setting.
  • Ability to work in a multi-disciplinary and multicultural environment.
  • Strong analytical skills
  • Excellent networking and partnership skills
  • Strong Financial  management and budgeting skills
  • Strong planning and organizational skills
  • Excellent grasp of programming concepts
