RELIEF PROCUREMENT OFFICER , LUSAKA , ZAMBIA


JOB TITLE:RELIEF PROCUREMENT OFFICER
1.0 BACKGROUND
SNV Netherlands Development Organisation in Zambia is an International non-governmental organisation that provides advisory services, development and brokering of knowledge, and supports policy dialogue to local organizations. The recipients of these services include the public sector, private sector, farmer groups, and civil society organizations. SNV’s activities aim to upscale and have high impact on development. To accomplish this, SNV Zambia works in partnership with the public sector, private sector and other development organisations.
SNV procures various goods and services from both local and international sources.
It is for this reason, SNV wishes to hire Relief Procurement Officer to assist in the procurement of goods and services.
2.0 OBJECTIVE
To ensure continuity of operations in the procurement team when the incumbent proceeds on maternity leave for a period of close to four months by undertaking assignments pertaining to the procurement of goods and services in line with SNV and donor policies and procedures.
3.0 DUTIES AND RESPONSIBILITIES
The Relief Officer will work under the supervision of the Procurement and Contracts Officer to ensure timely and compliant procurement of goods and services and tight management of contracts and grants
The specific duties and responsibilities of Relief Officer will include:
  • Support the procurement of goods and services in line with SNV and donor policies and procedures.
  • Source quotations and make bid comparisons and submit to Procurement Officer for review.
  • Carry our purchase order expediting exercise to ensure all orders are delivered/fulfilled on time. Where vendors delay or have challenges with deliveries ensure that effective communication is sent and reported to the Procurement Contracts and Grants Officer for formal follow up.
  • Ensure that Goods/Services delivered are fully supported by the Goods Receipt Reports/Service Completion Report. Work closely with receiving agents/project teams to ensure the reports are done before hand.
  • Ensure invoice processing is on time to avoid delays in making payments and that such invoices are supported by the contract/purchase order/approval from Country Director.
  • Ensure that Assets procured are covered by such applicable warranties, guarantees, insurance and after sale services.
  • Ensure that Asset received are entered onto the register and are given a code soon beforehand.
  • Assist with Asset database updates and physical coding both for Lusaka and Kasama office.
  • Any other duties as may be assigned by supervisor.
4.0  COMPETENCIES, CAPABILITIES AND ATTRIBUTES: (SKILLS/BEHAVIOURAL (SPECIAL TRAINING OR COMPETENCE) :
Core Competencies:
  • Organization skills and time management – professional approach to personal time planning and respect for deadlines;
  • Excellent written and oral communication skills in English;
  • Excellent interpersonal skills including patience, diplomacy, willingness to listen and respect for colleagues and outside contacts;
  • Computer literate with high degree of proficiency and productivity;
Academic & professional qualifications, Knowledge and Experience:
  • Degree in a related field
  • Extensive proven knowledge of procurement practice and procedures in an International NGO environment.
5.0 DURATION & DUTY STATION
The assignment is for <>4 months, starting from approx. April 15.
The Relief Officer- Procurement will be based in the SNV Head Office in Lusaka and may occasionally travel as the job demands.
6.0 Other Relevant Information
The Relief Procurement Officer will have access to internal data management systems and confidential procurement documents. The Relief Officer must keep confidential any and all unpublished information made known to them during the course of the internship and shall not publish any reports or papers on the basis of information obtained during the period they will work with SNV, except with the prior authorization of SNV Zambia Country Director.
The Relief Procurement Officer will observe all rules and regulations governing SNV operations and will observe SNV operating hours.
