ECONOMIC EMPOWERMENT COORDINATOR

Job Description
OVERVIEW:
The Economic Empowerment Coordinator will serve as overall technical lead for economic empowerment programs that PCI is supporting the Zambia Defence Force (ZDF) to implement in selected ZDF units and surrounding communities. S/he will provide technical support to OVC community committees and other community groups to mobilize communities to design and implement bottom-up OVC interventions and mobilize sustainable community resources for OVC interventions. S/he will mobilize OVC committees and women groups to form saving groups using the PCI Women Empowered (WE) model and to develop vulnerability assessment selection criteria for vulnerable households targeted for Social Protection services, including conditional cash transfers (CCT).
SPECIFIC FUNCTIONS/RESPONSIBILITIES:
  • Develop, update, and maintain a detailed plan outlining baseline, implementation and evaluation activities to be undertaken in rolling out WE and CCT interventions in targeted communities
  • Work with the Monitoring and Evaluation Manager to develop and monitor economic empowerment specific indicators in line with the PEPFAR Monitoring and Evaluation Reporting (MER) guidelines and the PCI Livelihood Change Indices (LCI) and ensure that these indicators are regularly collected, analyzed and data used to refine and/or change program course
  • Work with the Monitoring and Evaluation Manager to conduct baseline assessments to collect information to guide the design of WE and CCT programs and to provide benchmarks to assess the change generated by the programs overtime
  • Introduce the WE and CCT Initiatives to local governmental and non-governmental institutions, private sector organizations, and other key stakeholders in project districts
  • Facilitate the formation of linkages with strategic district offices including district social welfare offices, community development offices, district health offices, district coordinating  committee, district HIV/AIDS task force, local banks, and district agriculture office
  • Work with relevant district offices to develop and/or adapt vulnerability assessment tools to be used to identify recipient households for CCTs  and regularly review and/or updated the tools
  • Recruit and train Community Facilitators (CFs) in the WE methodology and CCT and their roles and responsibilities as CFs
  • Provide on-site supportive supervision to CFs and assist them with providing training for members, representatives, and book writers of GROW groups
  • Work with the Impact Mitigation and Gender Technical Officer to support the integration of broader social issues to operation of WE saving groups including OVC care, child development, HIV/AIDS,  prevention and mitigation of gender-based violence (GBV) and sensitization on gender norms, rights issues, child development and care, hygiene, environmental sanitation, harmful traditional practices, urban agriculture, etc.
  • Organize and facilitates capacity building activities to enhance the technical and institutional capacity of the WE groups
  • Arrange experience sharing and  discussion forums among WE savings groups with outside institutions
  • Prepare regular progress reports and narrative reports with case stories
  • Document and share the process of CCTs, WE group savings, loans, business activities, best practices, successes, lessons learned, and networking
  • Ensure proper monitoring, evaluation and reporting procedures are followed and all information is communicated to PCI’s national office and headquarters
