SENIOR PROGRAMMES MANAGER

Position: Senior Programmes Manager
Department: Programmes
Job Location: National Office (Lusaka)
Reports to: National Director
Contract type: Fixed term
The Opportunity:
Reporting into the National Director at Habitat, the Senior Programs Manager will directly supervise four to five senior program and operational staff and oversee project coordinators. Key focus areas will include low cost housing projects management, proposal writing, reporting, project team management and partner relations.
The Person:
You must possess significant experience in leading, managing and implementing large development projects with proven experience in proposal writing and managing a large complement of staff. Experience in urban housing projects and understanding of mortgage lending for low income groups will be an advantage.
A proven leader with people management skills, you should also be experienced in budgeting and financial management.
You must demonstrate knowledge about gender and development and be able to travel regularly within the country with limited travel abroad as well.
Key responsibilities:
  • Manage and work collaboratively with program team members to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently.
  • Closely collaborate with the key staff, to prepare and track the progress of project and activity budgets.
  • Supervise the M&E function and provide support and guidance for all program reporting.
  • Coordinate with Finance and Resource Mobilization teams to ensure compliance, quality and timely implementation of low cost housing projects for the poor.
  • Contribute to the programmatic leadership to ensure strategic programmatic and financial integrity of all project.
  • Contribute to the development of new products in urban housing and support knowledge management and sharing efforts, including uploading documents onto Habitat knowledge management sites.
  • Promote and support the dissemination of project information among the project teams and stakeholders.
  • Promote capacity building and leadership in project staff.
  • Ensure compliance with operational policies regulations.
  • Support program strategy formulation, including development of goals and objectives, and oversee the process of designing appropriate approaches to attain them.
  • Assist field and technical team members in coordination and management of field activities.
  • Coordinate and/or represent the project team in professional circles through technical advisory groups, meetings, conferences, and presentations.
  • Develop and/or review documents, reports and presentations according to donor guidelines for internal program needs and externally for dissemination.
  • Coordinate and collaborate with government officials, donors, stakeholders, staff and consultants for effective program implementation.
  • Contribute to the projects monitoring and evaluation to ensure project targets are met.
Required Qualifications:
Advanced degree in development, management or related field. Skilled in writing technical and programmatic documents, such as reports, work plans, budgets and proposals. 10 years’ experience managing development programs. Technical expertise in the area of low cost urban housing. Strength in performance management with a good understanding of the Zambian labor laws. Good understanding of monitoring and evaluation of programs, use of data for decision-making. Ability to interact with senior level international and national professionals, donors, and partners .Excellent presentation skills and verbal and written communication skills. Excellent donor and partner relationship skills as well as new program development skills.
