Job Description
Program Background
Since 2003, PCI (Project Concern International) has shared the commitment of the U.S. Department of Defense HIV/AIDS Prevention Program (DHAPP) to improve the lives of uniformed personnel in the Zambia Defense Force (ZDF), their families and communities infected and affected by HIV/AIDS. Through PCI support to improve access, availability, quality and uptake of HIV/AIDS services, ZDF has been able to intensify HIV/AIDS interventions, and improve service delivery, outcomes and achieve sustainable impact.7
In the next two years, PCI will deepen its capacity strengthening efforts and incorporate sustainability readiness approaches to continue transitioning program ownership to ZDF.  ZDF leaders will also be supported to continue to foster an enabling environment that reduces stigma and discrimination and supports human rights, gender and social norm change. PCI will strengthen the capacity of DFMS to implement combination prevention interventions in military base and surrounding community hotpots and to place greater emphasis on populations known to be at high risk, including new recruits and youth in and around military bases.
Job Summary
Reporting to the Program Manager, the HIV Prevention Technical Officer will serve as overall technical lead for HIV prevention, including behavioral and biomedical, and gender based violence (GBV) prevention and mitigation interventions implemented in all the Zambia Defence Force (ZDF) units and surrounding communities.  The successful candidate will be innovative at working with existing unit level and community groups to address context specific gender and cultural norms that precipitate the transmission of HIV.
Specific Responsibilities
  • Provide technical support to the ZDF HIV and AIDS Secretariat to develop a minimum package of Social and
  • Behavior Change Communication (SBCC) and GBV prevention and mitigation interventions in line with the ZDF SBCC Strategy to be implemented   in ZDF units and surrounding communities
  • Provide technical support to the SBCC mentors and the ZDF HIV and AIDS Secretariat to update Peer
  • Education training guidelines based on the SBCC minimum package and the ZDF SBCC Strategy
  • Work in collaboration with the ZDF SBCC mentors to plan, coordinate and supervise the successful implementation of SBCC and GBV prevention training workshop for ZDF Peer Educators, drama groups and ZDF women club members
  • Work in collaboration with the Ministry of Education Anti AIDS Teachers Association of Zambia (AATAZ) to strengthen the implementation school-based youth HIV and GBV prevention interventions in schools in and around ZDF units
  • Provide technical support to the ZDF HIV and AIDS Secretariat to strengthen referral linkages between community-based SBCC interventions and facility-based biomedical interventions
  • Provide technical support to the ZDF HIV and AIDS Secretariat to integrate innovative strategies into the ZDF
  • Peer Education program to enable the motivation and retention of Peer Educators in the program
  • Support the ZDF HIV and AIDS Secretariat to establish and strengthen linkages with the Central medical
  • Stores to ensure a constant supply of condoms to ZDF to be used in ZDF SBCC interventions
  • Facilitate linkage between Ministry of Health One-Stop-Post GBV care facilities and ZDF One-Stop-Post GBV care facilities for capacity building, mentorship and support
  • Coordinate trainings—using national guidelines and trainers—for ZDF health care providers working in ZDF facilities providing One-Stop-Post GBV care services on GBV screening Post-GBV care guidelines
  • Provide on-site mentorship to Peer Educators and the ZDF Central Drama group to implement behavioral and demand creation interventions for biomedical services in all the ZDF units and surrounding communities
  • Work in collaboration with the ZDF SBCC mentorship team to conduct mentorship and site improvement monitoring visits to ZDF sites Work
  • Work in collaboration with the Monitoring and Evaluation Manager to ensure timeliness and quality of HIV and GBV prevention data from ZDF sites and support the sites and the HIV and AIDS Secretariat to use data for decision making
  • Support the Program Manager to prepare detailed plans, budgets and semi-annual and annual progress reports
  • Participate in PCI’s innovation efforts and in teams on innovation initiatives
  • Other duties as assigned
Essential Qualifications
  • Degree or diploma in social science or public health discipline (social work, sociology ,nursing, public health)
  • At least five years’ experience in HIV/AIDS prevention, with a particular focus on SBCC, biomedical linkages, and gender mainstreaming preferred
  • Experience conducting or building capacity in the implementation of sustainable HIV prevention interventions
  • Knowledge of key SBCC and GBV prevention and mitigation evidence-based best practices, trends and new strategies
  • Excellent oral and written English communication skills required
  • A passion for the mission and values of PCI
Desirable Qualifications
  • Experience in implementing HIV and AIDS programs in line with PEPFAR guidelines
  • Experience in implementing HIV and AIDS capacity building programs for local institutions
