Field of activity
On behalf of the German Government, GIZ as the implementing agency for technical and international cooperation implements a program to promote Good Financial Governance (GFG) in Zambia. GIZ has been supporting the Zambian Ministry of Finance since 2005, and the current program consists of three fields of activities: 1) Strengthening revenue administration capacities, 2) Strengthening national planning and budget preparation processes, and 3) Promoting budget execution and control systems. It should be noted that the Ministry of Finance has a number of statutory bodies it oversees and these include: Bank of Zambia and Zambia Revenue Authority (ZRA). In the recent past, GIZ under the GFG program embarked on supporting the Zambia Revenue Authority in addition to the Ministry of Finance.
The Zambia Revenue Authority was established on 1st April, 1994 as a corporate body under the Zambia Revenue Act. Pursuant to this Act, the Authority is tasked with the responsibility of collecting revenue on behalf of the Government of the Republic of Zambia. Since 1994, ZRA has observed several reforms such as the reorganization of the tax administration along functionalities as well as reforms aimed at modernizing the administrative procedures. The process of modernizing is ongoing and ZRA capacity to collect revenues must be enhanced with special focus on broadening the tax base in the small and medium taxpayer segment, including the small and medium enterprises.
Your tasks
As an advisor, you will be responsible to foster and ensure a coherent and coordinated approach of development within ZRA in particular with respect to small and medium tax payer segment. Further tasks include the following:
- Advise and support the review of the different tax types
- Advise and facilitate the implementation of the SME strategy and advise on related change management processes
- Coordination and organization of short term consultancies and training measures undertaken by GIZ/ZRA
- Advise and make recommendations on the administration of consumption taxes (VAT)
- Coordination of the planning and monitoring of the German contribution in the field of taxation in ZRA and Zambia at large and synchronization with other strategic partners and donors
- Advise on matters related to Zambian tax administration system i.e. tax law, tax policy and tax administration with specific focus on service delivery within tax administration and tax procedure in the Small and Medium Tax Area
- Facilitate the implementation of any GIZ supported projects (e.g. queuing system) that ZRA implements and facilitate the dialogue and change management processes within ZRA as well as between ZRA and relevant stakeholders
- Advise and support processes of regional coordination in taxation issues
Your profile
You should hold a degree in Economics, Law, Political and Administrative Sciences, Public Finance or Business Administration. Sound knowledge of public finance, especially tax policy and tax administration as well as considerable experience in institutional building and organizational development. You must have gained experience in international development cooperation and worked in a developing country. Work experience in an African country would be an asset. You should be capable of promoting political dialogue and also facilitate development oriented stakeholder processes which includes dealing with top government bodies. Fluency in English coming along with exceptional communicating skills and intercultural skills are required. Furthermore, fluency in German will be an added advantage.
