Monitoring and Evaluation Specialist

qualified and experienced Zambians to fill the under
listed vacancies that have fallen vacant under its
Directorate of Infrastructure Planning and
Development.
Position Title: Monitoring and Evaluation Specialist
Reports to: Director Infrastructure Planning and
Development
Department: Infrastructure Development
Location: Lusaka
Job Purpose:
To plan and coordinate the monitoring and
evaluation activities of all projects and assist the
institution in using the performance information for
decision making resource allocation.
Key Responsibilities
– Develop the overall monitoring and evaluation
framework including regular project reviews, process
and operations monitoring and participatory impact
assessments (develop indicators for M&E for various
projects)
– Design the M&E system tools, budgets and plans
for the project.
– Manage and implement the performance based
monitoring system to ensure that the project targets
are met
– Monitor and regularly report on projects and
performance indicators of the projects to ensure
timely compilation of internal and external progress
reports (monthly, quarterly and annually)
– Undertake frequent monitoring and technical
support visits to field activities to assess progress
against approved M&E Plan
– Coordinate the process for updating policy and
procedure documents in the areas of monitoring and
evaluation to align with the most current company
policies and requirements
– Work as a point of contact for monitoring and
evaluation for projects in the company and provide
guidance to technical and social teams
– Collect data for M&E, including design of surveys of
implementing entities, and ensure that any feasibility
or similar studies take M&E data needs into
consideration
– Advise the project teams and management in
designing and planning for evaluations, special
studies and assessments
– Coordinate and strengthen monitoring system with
other key stakeholders such as LCC, MCDMCH/MoH
and ZEMA to foster joint analysis of key data and
action to improve Lusaka’s water and sanitation
situation
– Facilitate capacity building in Monitoring and
Evaluation for benefiting communities.
Qualifications and Experience
– Minimum of a degree in Social Sciences,
Economics, Statistics, Development Studies, Project
Management, Business/Public Administration,
Engineering or relevant fields
– At least three years of progressively responsible
experience in monitoring, evaluation and research in
the public or private sector
– Demonstrated experience in project planning,
monitoring and evaluation in a donor funded project
is highly desirable
– Experienced user of statistical software ( such as
STATA OR SPSS), Word, Excel, and PowerPoint
– Experience with cost-benefit analysis preferred
