Position: Human Resource Officer based in Lusaka with some travel to Western Province, Zambia.

Concern is implementing the Zambia Female Youths Livelihood and Nutrition Enhancement Project (FYNEP) in collaboration with the World Bank with funding from the Japanese Social Development Fund. The Project Development Objective (PDO) is to improve access to livelihood opportunities and nutrition among selected female youths in targeted project areas. The project has 4 main components; a life skills curriculum to increase control and knowledge around life choices and nutrition, a livelihoods component focussed on agricultural livelihoods related to improved nutrition, a health component to directly support pre-conception nutrition and nutrition outreach. The project is implemented in close coordination with government at the Provincial and District level and through a National level Steering Committee chaired by the Ministry of Community Development Mother Child Health (MCDMCH). This project will benefit an estimated 24,600 persons in Limulunga and Kaoma Districts, through different project activities and started on the 1st July 2015 with a three-year duration.
Concern Worldwide Zambia now invites eligible Individual Consultants to submit their Curriculum Vitae (CVs) for the position of Human Resource Officer. The main objective of this consultancy is to provide technical support in handing recruitment of Consultant and to ensure that all project individual consultants are recruited on a timely basis in line with the proposal, implementation guide, work-plan, grant agreement and budget, and in accordance with Concern Worldwide and World Bank procedures and regulation.
Key Responsibilities
Recruitment
- To assist with the design of individual consultants vacancy notices.
- To assist with Initial screening for short listing using the short listing matrix.
- Contacting candidates for interview.
- To serve as a member on selected interview panels.
- To liaise with relevant staff to ensure all logistics are in place for interviews.
- Responding to candidates who have not been successful after interview.
Induction
- Coordinate induction activities for new individual consultants
- To forward key documents discussed during the induction to new consultants
- To solicit feedback on the induction process.
- To work with Director Systems to develop the induction materials used
Documentation
- Drafting of TORs for individual consultants
- Drafting of consultancy agreements of employment and other HR related communications
- Revision of TORs in collaboration with the Director Systems
Files and reporting
- To maintain individual consultant files, updating on an on-going basis to ensure all files contain the necessary data within HR audit requirements
- Updating of new consultants and departing consultant’s checklists for the individual consultant HR files.
- To maintain key HR files (TORs, requisition forms (full file system to be developed)
- Prepare the monthly headcount report for submission to head office
Tracking and monitoring
Consultancy Contract end dates – send out reminders to all line managers on contract end dates for the individual consultants they manage.
Location of assignment
Lusaka, with some travel to Kaoma and Mongu and Limulunga
Expected out puts/deliverables/tasks
- Individual consultants recruited as per World bank and Concern agreed regulations
- TORs in place for all individual consultants
- Recruitment documentation complete for all consultants
- Essential relations with individual consultants, internal Concern Staff and World Bank procurement unit
Duration
The consultancy period will be up to 6 months depending on level of recruitments required for the project and the skill of the consultant.
Required qualifications and experience
- Diploma in public or business administration
- HR qualification preferred
- Knowledge of Zambian Labour Laws
- Membership with the ZIHRM
- 2 years of experience in a similar position
- Good level of IT literacy
- Good report writing skills.
- Excellent interpersonal and communication skills
Behavioral Competencies:
- Ability to work independently and on own initiative
- Ability to collaborate with team members to achieve organizational goals by being flexible and responsive to changing events and demands.
- Effective under pressure.
Lines of Communication
The Consultant will report to the Director Systems and will work closely with Administrative Assistants, Office Managers, FYNEP Support Officer (Kaoma) and District Programme Coordinators for effective project implementation.
