Concern is implementing the Zambia Female Youths Livelihood and Nutrition Enhancement Project (FYNEP) in collaboration with the World Bank with funding from the Japanese Social Development Fund. The Project Development Objective (PDO) is to improve access to livelihood opportunities and nutrition among selected female youths in targeted project areas. The project has 4 main components; a life skills curriculum to increase control and knowledge around life choices and nutrition, a livelihoods component focussed on agricultural livelihoods related to improved nutrition, a health component to directly support pre-conception nutrition and nutrition outreach. The project is implemented in close coordination with government at the Provincial and District level and through a National level Steering Committee chaired by the Ministry of Community Development Mother Child Health (MCDMCH). This project will benefit an estimated 24,600 persons in Limulunga and Kaoma Districts, through different project activities and started on the 1st July 2015 with a three-year duration.
Concern Worldwide Zambia now invites eligible Individual Consultants to submit their Curriculum Vitae (CVs) for the position of Program Support Officers. The main objective of this consultancy is to coordinate the implementation of the Zambia Female Youth Livelihood and Nutrition Enhancement Project (FYNEP) activities in Kaoma and Limulunga by developing work plans, implementing and fine-tuning project activities and working closely with relevant stakeholders in the project area. The consultant will also closely follow up the role of the Community Development Facilitators in terms of providing quality technical support for Girls Club Peer leaders and the community health volunteers.
Specific Tasks
- Develop monthly plans for the project activities at district level in line with the project document and the implementation guide and lead the execution of the work plans.
- Closely monitor the work of front line staff in terms of the implementation of activities at Girls’ Club level both in the community and schools and provide continuous technical support
- Lead the community sensitisation about the project at the ward and community levels
- Lead target groups (girls of age 10-21 years) registration using the agreed registration template.
- Support the CDFs and the community opinion leaders for in the selection of the peer leaders.
- Organise and facilitate training for peer leaders to lead the Girls’ Club (GC) regular discussions effectively.
- In Collaboration with the PM&E support officer, closely follow up the Data collection by the peer leaders after each Girls’ club meeting.
- Prepare monthly progress report to Project coordinator on activities, challenges, lesson learnt, and plan for subsequent months.
- Carry out regular field visits to monitor the performance of GCs, Peer leaders, CDFs and the Community health Volunteers (CHVs) and provide on the job technical support.
- Ensure that cross cutting themes (issue of HIV and AIDS and Gender) are mainstreamed across different project activities and liaison with gender officer for technical support.
- Actively take part in the situational analysis to identify barriers and opportunities to achievement of the project objectives.
- Support the Project coordinator to coordinate with district relevant government and non-governmental institutions to ensure collaboration between stakeholders for effective implementation of the project.
- Work closely with the Ministry of Agriculture and Livestock staff at both district and camp levels to ensure their involvement in the project implementation during beneficiary selection, training, and follow up.
- Regularly attend meetings with stakeholders including MAL, MCDMCH, BRE, and other relevant agencies to ensure enhanced collaboration between the different interventions.
- To adhere to and support the implementation of the Concern staff code of conduct and Programme Participant Protection Policy
- To contribute to and support the implementation of Concern Zambia’s Humanitarian Accountability Framework and plan
- Any other tasks aimed at improving the project requested by the line manager.
Location of assignment
Two posts one in Mongu covering Limulunga and one in Koama. A considerable amount of time will be spent in field locations closely support the Girls clubs and the front line staff.
Expected out puts/deliverables
- Detail activity plan put in place for the project in line with the implementation guide and implemented. The fund request for activities prepared and submitted monthly
- The front line staff from both Concern and partners receive regular technical support.
- Regular field monitoring conducted and addresses any operational issues at the field level
- Training for Staff beneficiaries and other stakeholders conducted effectively
- Target of the beneficiaries conducted in line with the project document and criteria that will be agreed with stakeholders.
- Barrier analysis and situational analysis completed
- Monthly report of the project prepared regularly
Duration
The overall consultancy will be between 12 and 35 months depending on availability and performance of the consultant.
Required qualifications and experience
- Bachelor’s degree in agriculture, rural development, nutrition, health, community development or related field
- At least 3 and ideally 5 years progressive field experience working with rural communities with a focus on agriculture, conservation agriculture, life skills, health or nutrition.
- Demonstrable experience of working with youth and women.
- Excellent facilitation skills with an empowering style.
- Training experience in a related field.
- Good understanding of rural development programme
- Good analytical skills and English language documentation and reporting skills.
- Demonstrated ability to effectively utilise MS-Office tools for reporting Confident in working with information and communication technology.
- Ability to ride a motorcycle, with valid licence
Lines of Communication
The Consultant will report to the Project Coordinator and will work closely with District Programme Coordinators and PM&E Officer for effective project implementation.
