Education Specialist at The World Bank

The Government of Senegal is implementing a new Ten years programme in Education (Programme d’Amélioration de la Qualité, de l’Equité et de la Transparance dans l’Education et la Formation- PAQUET) which is very challenging because of the huge reforms and changes that are being implemented. For the First time, the Community, local authorities and decentralized level will jointly manage the School through a School Management Committee. Henceforth, Schools will be financed based on results. The system will be in-depth Sciences-oriented with 4 new decrees signed by the President to reform the curriculum. A great commitment with many Laws and Decrees is noticed.  In the High Education sector, the new Governance and Financing Mechanism reforms in 5 public universities has involved both Public and Private sectors in the Board of Directors. Two new universities based on Science, Technologies and Engineering will be built and the FM system will be reformed for more transparence and accountability. Furthermore, to overcome the High rate of Unemployment, the TVET sector will be strongly reformed based on national priorities, labor market demand and High Value Added Sectors. Elsewhere, despite the efforts done over the last ten years, Senegalese Government is already facing to a High number of Out-Of-Schools Children. Many areas in the Country are lagging behind in term of Access in Education. The Minister of Education sought to undertake a holistic reform.
The Work Bank is supporting this ambitious program through three Projects: Quality Improvement and Equity of Basic Education Project (69.7 million USD), Tertiary Education Governance and Financing for Results Project (101.3 million USD), Skills for Jobs and Competitiveness Project (35 million USD), in Collaboration with French Development Agency and the Africa High Education Center of Excellence (16 million USD) in Mathematics, ICT and health Sciences.
To meet these challenges, the World Bank is seeking a Local qualified Education Specialist/Economist with: (a) strong analytical background in education policy analysis, (b) experience in designing and conducting prospective impact evaluations; (c) demonstrated experience in policy dialogue, preferably in a field posting; (d) relevant experience in World Bank operations.
The person recruited will be based in Dakar Country Office, Senegal.
Duties and Accountabilities:
The Education Specialist/economist will support the daily management of the education portfolio. His/her main responsibility will be to support the education sector operations and knowledge tasks in Senegal, working jointly with other World Bank team members, clients, and development partners (DPs) that actively support the improvement of the country’s education sector performance.  The main responsibilities include:
• Operations: The recruited person will be responsible to provide day to day operational support and interact with the government on operational aspects of the projects.
• Contribute to client efforts to reform education systems, expand access, and improve quality at all education levels.  These tasks will require a variety of skills, including technical analysis; monitoring and evaluation and sector-related project documentation. He/She will support the team leads based in Washington in the interaction with clients at policy level.
• Partnerships: Participate in partnership activities on a regular basis, with multilateral and bilateral development partners, non-profit organizations and civil society.
• Implementing Support to the Performance Based Contract Approach and the new Management school Management Model.
• M&E of the Africa Center of Excellence Project while being the focal point for the Country.
• Other duties and tasks as specified by the Practice Manager, and the relevant project Task Team Leaders or whoever they may designate.

Desired Skills and Experience

Post-graduate degree with minimum of 5 years of relevant experience in an area relevant to human development work, such as education, public policy or related social science fields.  
• General Social Sector Knowledge and Analytical Skills: Possesses in-country knowledge in operations and education sector in Senegal and demonstrates ability to work with representatives of the government and non-government partners.
• Client Orientation - Maintains client relationships in the face of conflicting demands or directions. Actively seeks and considers diverse ideas and approaches.
• Proven ability to work independently as well as ability to follow guidance from the team lead.
• Strong communication skills, both written and oral.
• High Level of commitment and Results Based Oriented.
• Lead and innovate- Develops innovative solutions.
• Deliver Results for Clients- Proactively addresses clients’ stated and unstated needs.
