Human Resource and Administration Officer , BioCarbon Partners


Position: Human Resource and Administration Officer
Contract: Full Time – 1 year renewable
Location: Lusaka
Reporting To: Executive Officer (XO)
JOB SUMMARY:
The Senior Human Resource Officer is responsible for taking the lead in implementing BCP’s HR policies. S/He will work in consultation with senior management and supervise and work closely with the Human Resource Officer in the hiring, orientation, salary preparation, tax payments, performance evaluation, benefit management and disciplinary actions needed to manage BCP’s growing staff.
MAIN RESPONSIBILITIES AND TASKS:
Human Resource Management
  • Assist COP/MD/XO to arrange technical and administrative support for short-term consultants and contractors, including orientation
  • Provide staff orientation and training on BCP HR and other operating procedures and policies, and make recommendations to the MD/COP for updates/revisions as needed
  • Establish and maintain effective personnel management records and files
  • Work with the finance department in preparation of the Monthly Payroll
  • Supervise and ensure the maintenance of work, leave, sick records and prepare reports as directed by the COP/MD/XO
  • Maintain and coordinate staff evaluation schedules with appropriate supervisors.
  • In consultation with the COP/MD/XO review existing HR policies and develop. maintain and disseminate the policies to all staff
  • In consultation with Department heads, coordinate needs training programs to enhance staff skills for efficient and effective performance of their duties.
  • Manage the hiring process from preparing the job advertisements to interviews to nomination and recruitment.
  • Participate in all interviews and maintain the resumes, scoring sheets and relevant results
  • Prepare contracts for BCP employees, consultants and short-term assistants.
  • Advise on and carry out disciplinary actions as needed.
  • Undertake any other assignments consistent with the above that may be required by Executive Management from time to time.
Desired Skills and Experience
  • Significant experience (5 years or more) in managing Human Resources for the private sector in Zambia.
  • Demonstrated expertise in developing, advising on and enforcing HR policies.
  • Excellent working knowledge of Zambian Labor law.
  • Bachelor’s Degree in related field or equivalent standard of education.
  • Management skills and good attention to detail.
  • Proficiency with MS Office Suite (Word, Excel, PowerPoint, etc.)
  • Good team-building and interpersonal skills
  • Trouble-shooting and management expertise
  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management, BCP’s board of directors, and staff
  • Passion for BCP’s mission.

JOB PURPOSE
To manage and co-ordinate effectively the Human Resource and Administration functions of the Institute in order to enhance operations.
PRINCIPAL ACCOUNTABILITIES
  • Manages effectively human resource functions in order to enhance optimal authorization
  • Ensures effective human resource development in order to enhance human capital
  • Ensures timely provision of administrative and logistical support services in order to facilitate effective delivery of services.
  • Ensures timely processing of the payroll inputs in order to facilitate patients of salaries and allowances.

QUALIFICATIONS, EXPERIENCE AND OTHER REQUIREMENTS
  • Grade 12/Form 5 School Certificate
  • Bachelor of Arts in Human Resource Management or equivalent
  • A Masters degree in Human Resources Management or equivalent is an added advantage.
  • At least 6 years working experience 3 of which should be at Management Level.
  • Must be a member of Zambia Institute of Human Resource Management (ZHIRM).
  • Must be able to effectively communicate in English to write descriptive and narrative reports.
  • Must be conversant with Government procedures and Labour Laws.
  • Must have good inter-Personal Skills, Leadership Skills, Computer literate, Analytical Skills, Integrity and confidentiality
  • Must possess a valid Driving Licence
  • Must be 35 years and above

JOB PURPOSE
The Job holder will be responsible for providing business support to the enterprise segment customer facing teams (Sales), Collections teams and Corporate Customer Service. The Job holder will help in developing and maintaining systems and processes to support the effective running of the business.
REPORTING TO THE ENTERPRISE DIRECTOR, THE ROLE WILL BE RESPONSIBLE FOR:
  • Design and create enabling frameworks for the delivery of the desired corporate customer experience.
  • Identification of root cause problems and proposal of tested and relevant solutions.

REQUIRED SKILLS & KNOWLEDGE
Educational Qualifications  & Functional / Technical Skills
  • Tertiary Education at Degree level in Finance, Information systems, Business Administration or any other related field.
  • An instinctive inclination & orientation towards service.
  • Proven coaching and development skills.
  • Training delivery and facilitation, mastering questioning technique.

Relevant Experience (Type of experience and minimum number of years)
  • Minimum of 5 – 8 years total work experience,
  • 3 years in high volume debt collection management,

  • Business development and debt risk management.
  • Extensive experience in a managerial customer service role.
Other requirements (Behavioral etc.)
