HEAD PROCUREMENT , Electoral Commission of Zambia


The Electoral Commission of Zambia seeks to recruit a qualified and experienced Zambian national to fill in the position of Head Procurement.
PURPOSE OF THE JOB
To develop and implement procurement and storage strategies to ensure the availability of goods and services for the Commission’s operations in compliance with the Commission and Public Procurement Policies.
REPORTING ACCOUNTABILITY
Reporting to the Director.
QUALIFICATIONS
  1. Full Grade Twelve (12) Certificate
  2. Bachelor’s degree in any relevant field
  3. Post-Graduate Diploma in Chartered Institute of Purchasing and Supply [CIPS]
  4. Valid Membership of the Zambia Institute of Purchasing and Supply [ZIPS]
  5. Eight (8) years post qualifying relevant experience, three (3) of which must be at management level.
  6. Valid Driver’s License
  7. Possession of Master’s Degree or Master of Business Administration; and experience in Public Procurement will be an added advantage
KEY RESPONSIBILITIES
  1. Conducts procurements as per annual procurement plan.
  2. Prepares draft tender documents for the procurement of goods and services.
  3. Disseminates tenders to prospective suppliers of goods and services and receive tenders.
  4. Manages tender evaluations and communication of procurement decisions to relevant stakeholders such as user departments and suppliers.
  5. Prepares evaluation templates that will ensure the objective evaluation of bids on the basis of price quality and delivery and undertakes technical evaluations.
  6. Drafts Committee Papers for the Procurement Committee.
  7. Responds to customer and supplier inquiries.
  8. Negotiates with approved suppliers to obtain the most competitive price, quality and delivery.
  9. Follows up the supply of goods and services as per contract.
  10. Prepares inputs for contracts
  11. Maintains records of suppliers and performance.
  12. Surveys the market for prices and delivery conditions.
  13. Performs any other related duties that the supervisor may reasonably request from time to time

Public Services Pensions Fund Board (PSPFB) is a creation under the Public Service Pensions Act CAP 260 of the Laws of Zambia, mandated to control and administer the Fund in accordance with sound business practices.
PSPFB seeks to recruit an exceptional individual who is outstanding, results oriented and highly motivated to fill the position of:
Procurement Officer (G6)
Job purposeTo procurement goods, services and works in strict compliance with the Public Procurement Act No. 12 of 2008, Public Procurement Regulations (Statutory Instrument No. 63 of 2011) and associated Regulations, Legislation and Procedures.
Responsibilities
Reporting to the Head of Procurement
  • Processing of Procurement Requisitions from various sections and departments at the fund
  • Planning of procurement activities and applications of appropriate and correct procurement methods in procuring required items
  • Preparation of soliciting documents, bid notices, shortlists, evaluation reports, contract award recommendations
  • Management and execution of bid evaluation processes and procedures in the procurement of goods, services and works including any post qualification requirements and negotiations
  • Cause the publication of best evaluated bidders and any other details as dictated by the Public Procurement Legislation
  • Management of contracts arising from various procurement methods
  • Preparation and presentation of Procurement Committee submissions on various procurement and acts Secretary to the Procurement Committee
  • Minute preparation of the Procurement Committee for records, and submission to Zambia Public Procurement Authority (ZPPA)
  • Formulation, publication and utilisation, in collaboration with users, of Annual Procurement Plans
  • Maintaining proper procurement records
Qualifications
  • Full Grade Twelve Certificate with Credit or better in English and Mathematics
  • First University Degree in Business Administration, Economics or any Business related field from reputable learning institutions with Full Diploma in Purchasing and Supply (MCIPS) or First University Degree in Purchasing and Supply from reputable learning institutions
  • Valid Zambia Institute of Purchasing and Supply (ZIPS) Practicing License
  • Affiliation to other recognized Procurement Bodies will be an added advantage
Requirements
  • At least 5 years unbroken post qualifying experience in the Procurement function in a Government, Statutory, Parastatal or any other Public Body That practices public procurement
  • Must be Computer literate and able to use a computer based Procurement System
  • Must pay honesty and organized
  • Must possess exceptional oral and writing skills
  • Must pay particular attention to detail
  • Self-starter and high flyers
  • Good negotiation and organisational skills
  • Mature, stable and trustworthy

Position Title: Procurement Specialist
Reports to: Director Infrastructure Planning and
Development
Department: Infrastructure Development
Location: Lusaka
Job Purpose:
To plan and coordinate procurement activities on all
projects under the Infrastructure Development
Division to ensure transparency and economy
Key Responsibilities
– Preparation of annual procurement plan in the
form specified by the international financing
institutions (World Bank, EIB, AFDB & KfW)
– Ensure implementation and monitoring of progress
of all planned procurement activities
– Prepare solicitation documents in the format
required by the IFI’s and advertise invitation for bids
– Convene and offer expert guidance on
procurement matters to the bid evaluation
committees
– Preparation of evaluation reports in readiness for
submission for clearance by the LWSC Procurement
Committee and the IF’s
– Draft and issue contracts, Terms and Conditions
and Schedules and ensure effective management of
contracts
– Submitting quarterly and annual reports for all
procurement activities undertaken
Qualifications and Experience
– Minimum of a degree in Purchasing and Supply,
Production Management, Economics, Business
Administration, Engineering, Law or equivalent
management qualification with significant training
and practical experience in procurement withing
Government programmes or internationally financed
projects.
– Graduate diploma in Chartered Institute of
Purchasing and Supply
– A member of the Zambia Institute of Purchasing
and Supply with a valid ZIPS practicing certificate
– Should have a sound understanding of
procurement guidelines and procedures applying to
World Bank, GRZ and/or internationally financed
projects
– Should have at least five years experince managing
procurements preferably for internationally financed
projects
