COMMUNITY OFFICER

POSITION: Community Officer (CO)
CONTRACT: Full Time – 1 Year renewable
LOCATION: Mfuwe
PROJECT: USAID Community Forests Program (CFP)
REPORTING TO: Community Engagement Manager
BioCarbon Partners (BCP) is a dynamic African-registered and headquartered REDD+ development and management company.  BCP is a social enterprise that engages in community-focused conservation work, whose aim is to involve and empower local people in the areas in which it operates.  BCP seeks to foster positive relationships with local people and their leaders, so that together they can work as allies in their effort to conserve African landscapes, and so that conservation efforts benefit local communities.
BCP seeks a dynamic, talented individual to facilitate and support community engagement activities for the Mfuwe Project. This individual will serve as a representative of BCP in local communities, and will help to deliver the appropriate “message” about BCP within stakeholder communities. The Community Officer will be responsible for supporting and managing specific community projects, such as the Conservation Farming Training Program, small livestock projects and other forest-compatible income-generating activities. This individual will be expected to take initiative, self-manage, stay on top of a variety of responsibilities, work effectively within a team, and complete regular monitoring and reporting activities. The individual should be comfortable with public speaking and holding meetings with relevant community, government and partner organizations and individuals.
This is a field-based position, and we are looking for self-motivated, responsible candidates who have previous field experience or who are open to the idea of working in the field, including in remote and/or rural locations. The position will include travel within USAID/CFP Sites and Mfuwe Project, and the Community Officer will be expected to camp in basic conditions and to be independently mobile, including the use of bicycles, motorbikes and vehicles as means of transportation.
Responsibilities:
  • Representation: Serve as a representative of BCP in local communities, and to and among government, community and organizational partners. Ensure to correctly deliver “the message” about BCP and BCP-supported activities, to ensure that there is understanding of and buy-in to the “big picture” aims of BCP.
  • Community Relationships: Develop and maintain positive relationships with local traditional leaders and community stakeholders. Ensure locally based field staff under supervision are trained, empowered and able to act as BCP’s “eyes and ears” on the ground to support BCP projects and promote positive local relationships.
  • Stakeholder Consultation and Sensitization: Coordination of public meetings; conducting visits to local villages; presentation of information about BCP’s REDD+ activities in line with FPIC; documentation of community stakeholder consultation and sensitization.
  • Coordination of Community-Based Decision Making Processes: Support local community-based decision-making bodies (such as “Zone Development Committees” or other locally appropriate decision-making structures) to provide meaningful feedback to inform BCP activities, and make locally-appropriate decisions that benefit from local support and legitimacy.
  • Livelihoods Projects Support: Accept specific responsibilities to support and manage BCP’s livelihoods activities and interventions. Ensure that supported projects are designed and implemented so as to achieve genuine progress towards BCP’s “big picture” aims of meaningfully involving local community stakeholders as partners in forest protection. Support includes:
    • Assist with identification of viable project models
    • Ensure that projects are designed and implemented so as to achieve big picture aims
    • Ensure project impacts are measured, demonstrable and documented
    • Ensure project impacts are positive – adjust program designs as needed (“flexible management”)
    • Ensure project impacts are linked to sustainable forest management/protection
    • Develop project and business plans
    • Support community-owned initiatives and businesses
    • Develop and ensure adherence to program models and timelines
    • Assist with achievement of relevant “milestones” where applicable, in terms of project implementation.
  • Planning: Work with CET members to develop monthly and quarterly plans that achieve short- and long-term operational aims of BCP; coordinate staff and partners to ensure activities accomplished.
  • Reporting: Work with CET members to complete monthly and quarterly reports following standardized templates; reporting includes collection of data from community representatives and CET members, and incorporation of this information into regular reports. Ensure reports document and demonstrate progress towards achieving short- and long-term aims.
  • Critical Evaluation: Assess program designs, schedules, reports and demonstrable achievements against programmatic short- and long-term aims of BCP—ensure that programs supported are achieving aims according to timelines; identify problems/obstacles/needs and design solutions to achieve progress and performance.
  • Training and Capacity Building: Ensure project participants, community organizations and community-based implementers possess the skills and tools necessary to support and engage in project activities.
  • Communication: Provide frequent and accurate information updates to staff members and stakeholders, so that they are well informed of BCP’s ongoing work and new developments.
  • Conflict Resolution: Identify and work through locally appropriate mechanisms to address any conflicts that may arise within communities related to BCP activities.
  • Translations: Coordinate the translation of relevant documents, as needed.
Competencies: 
  • Understanding and awareness of, and buy-in to, the ‘big picture” aims of BCP.
  • Strong communication skills—written and spoken—in English and local languages.
  • Ability and interest to travel frequently, including rural travel with basic camping/accommodation.
  • Positive demeanor; including positive relationships with local communities/government.
  • Experience working on teams; excellent team-work dynamic.
  • Self-driven, motivated, responsible, able to take initiative.
  • Strong computer and android phone skills
  • Demonstrated field experience and/or strong interest/commitment to a (rural) field-based position
  • Relevant project experience (conservation farming, livestock, education, income-generating activities) is a plus.
Qualifications:
  • BA or BS in relevant field OR very strong (minimum 2 years) relevant experience (community engagement, field-based community work) – both are preferred
  • Fluency in English required; Proficiency in additional languages preferred
  • Ability to live in rural and/or remote field-based areas
  • Specific technical / livelihoods project experience
  • Private sector / Business experience is a plus.

COMMUNITY ENGAGEMENT MANAGER

POSITION: Community Engagement Manager (CEM)

REPORTING TO: Senior Community Engagement Manager
BCP is seeking a dynamic, talented, hard-working individual to serve as a Community Engagement Manager for REDD+ activities at the Mfuwe Site. This is a field-based position based in Mfuwe town, with frequent travel to rural areas in Eastern Province in basic camping conditions. We are looking for someone who has managed complicated projects in rural settings, before. The individual in this role must have a passion for conservation and community engagement, and must be very comfortable with working in remote, rural, field-based locations.

Priority will be given to individuals that come from Chiefdoms participating in the CFP who meet these technical qualifications.
Key Responsibilities:
  • Team management: Oversee, manage and coordinate Community Engagement Team members.
  • Planning, Budgeting and Reporting for team and site activities related to REDD+ implementation.
  • Community stakeholder consultation, sensitization, engagement using PLA techniques in line with FPIC.
  • Coordinating with GRZ and implementing partners to implement activities, including: REDD+ viability assessment activities, participatory land-use planning and forest demarcations, community stakeholder engagement and livelihoods interventions implementation.
Qualifications:
  • Minimum 5 years demonstrated professional project management experience.
  • Relevant professional and/or academic background in community engagement, development, social work, environmental studies, natural resource management, or other relevant field.
  • Fluency in English and relevant local languages (Eastern Province).
  • Valid Driver’s License.
  • Experience living and working in rural areas; comfort with basic field-based accommodation and camping in remote/rural areas, and significant time spent in rural villages.
  • Experienced and comfortable working with Traditional Authorities and GRZ.
  • Preferred experience:
    • Livelihoods projects (conservation farming, livestock, education, income-generating activities).
    • Conservation or REDD+ experience, to support and guide REDD+ project sourcing process.
    • Experience implementing USAID-funded projects.

Finance Manager

This is a long term position. S/he will work closely with Finance Director and other staff to ensure resources are effectively budgeted and managed. This position is based in Lusaka, Zambia and will report to Finance Director.
Key responsibilities
– Provide financial and technical management to ensure best use of resource through sound budgeting, monitoring of expenses and timely preparation of donor financial reports
– Review monthly field office operating expense reports for completeness, accuracy and compliance
– Maintain Data integrity of all financial transactions and assist program Managers in collecting appropriate expense documentation
– Track monthly budgets to compare projections versus expenditure
– Maintain strong internal policies, processes and controls in order to provide timely, consistent, accurate financial and budget management
– Assist in strategic planning, work planning and budgeting processes under the supervision of Finance Director

Qualifications
– Degree in Accounting –ACCA/CIMA and ZICA professional membership
– A Master’s Degree would be an added advantage
– S/he should have at least 8 years professional experience managing financial and contractual aspects of development projects, including experience in managing finances for United States Government funded projects
– Ability to adopt new software and financial management systems
– Excellent management and leadership skills
– Proven analytical skills in isolating priorities and tackling them
– Demonstrated decision making and risk management capabilities
– Fluent in English and must possess excellent oral and written communication skills

Financial Controller, Regional Office for Africa (ROA)

The role reports to the Finance Manager - Africa
The financial controller will ensure Country Offices have efficient operating systems, strong internal accounting and finance operations that comply with WWF standards and donor obligations. Supports implementation of policies, procedures, and systems for all financial support services in the Country Offices, including accounting, financial reporting, administration, auditing, internal controls and adherence to guidelines and standards developed by WWF.
Location: This role will be based in any of the above ROA offices with travel to other ROA offices.
Major responsibilities
  • Ensures the adequacy of financial reports, systems, procedures and internal controls in all programme locations; oversees the financial consolidation of all reporting into the Regional Office for Africa;
  • Ensures that all countries properly prepare, administer and control their donor contracts, consultancy contracts / agreements and sub-grants and monitor and fulfil their contractual obligations including reporting to donors;
  • Ensures that external and internal audits, including internal audits carried out by the Regional Office for Africa, are properly organised, there is timely follow-up of implementation of audit recommendations.;
  • Ensures that all countries operate in strict application of laws and regulations in force, and that policies and procedures are adapted, where necessary, to reflect these laws and regulations; including adherence to WWF Policies and Procedures as set out in the appropriate manuals
Required Qualifications
  • Bachelor degree in Accounting or Management, at least ten years' experience in these areas; Full accounting qualification, i.e. CPA, ACCA or equivalent;
  • Demonstrated skills in developing, managing, and evaluating financial and administrative plans and policies;
  • A thorough knowledge of, and dexterity with, accounting software's;
  • Experience working with international organizations involved in environmental and/or community issues as well audit experience would be an advantage
Required Skills and Competencies
  • Ability to work under pressure;
  • Excellent inter-personal skills, including the ability to develop and maintain strong relationships at all levels, within WWF and, as required, with external stakeholders;

Regional Biogas Technicians (2) based in Lusaka and Southern Province
Purpose
To work as the focal person in Regional Biogas Support Unit (RBSU) under the supervision of Chief Biogas Engineer (CBO) in ensuring technical aspects of coaching the emerging BCEs and promoting the use of biogas to farmers and users in their areas, monitoring and reporting on uptake and sales, and gathering local data that will help inform policy development at central level.
This position assists the Chief Biogas Engineer as well as Promotion and M&E Officer to (i) promote and market biodigester technology in the province (ii) implement Quality Control and Enforcement (QCE) procedures, (iii) provide feedback on QCE and Customer Service Centre’s work to BCEs and other relevant stakeholders (iv) supervise/facilitate technical training and capacity building initiatives for BCEs and other stakeholders; and (v) carrying out research and development initiatives.

  • Should have university degree on Civil/Environmental/Agricultural/Electrical Engineering or Environmental/Natural Resources Management or Renewable Energy Technologies.
