SOCIAL POLICY OFFICER , UNICEF ZAMBIA


The United Nations Children’s Fund (UNICEF) Zambia is looking for suitably qualified candidates to apply for the following vacancy.
Social Policy Officer – Fixed-Term Appointment, NOB (National Officer Category, Level 2), for 1 year (renewable) to be based in Lusaka.
The incumbent will work under the general supervision of the Chief of Social Policy.
Duties
1. Social policy dialogue and programme development
  • Provides professional assistance in UNICEF’s engagement in social policy dialogue and development with the Government, maintains constructive dialogue and partnerships between international and local stakeholders to support the development of social policies and programmes contributing to the progressive realization of children’s rights and strengthening of implementation and monitoring mechanisms at all levels of society, and ensures that the services reach out in innovative, effective ways to those most vulnerable pockets of children and families that have been previously left out.
  • Promotes the advocacy for juvenile justice reform, supports child rights-based reviews of national, provincial and local legislation, in close consultation with community-level structures and supports the health and education sectors and the social welfare system for children.
2. Monitoring state budget resources
  • Monitors and updates current information on state budgeting and spending patterns for social programmes and decentralization status of social services on an on-going basis to support advocacy for greater public resources and budget allocation for social development, the prioritization of resource allocation for children, and universal coverage of essential services for children, to ensure that they reflect the best interest of children.
3. Sustainable decentralization and capacity building
  • Provides professional assistance in the development programme plans of action for children at provincial and district/municipality levels; supports to strengthen coordination between sectors and between different levels of government structures for policy implementation.
  • Provides on-going support in making decentralization sustainable through adequate local support while keeping decentralized services both accessible and effective.
  • Collaborates with the central and local authorities to strengthen community-based capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of social policy and programmes
4. Data collection, analysis and results-based approach
  • Collects systematically qualitative data for the sound and up-to-date assessment of the situation of children and women to provide the base-lines for result-based decisions on interventions and evaluations. Provides technical support for the development of information systems for monitoring child rights indicators, with emphasis on community and child participation
  • Provides timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling-up specific social policy initiatives
5. Advocacy and communication
  • Promotes and raises awareness on children’s rights with both the general public and with policy makers, effective information dissemination, mass media campaign, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF programming.
  • Contributes to the establishment and enhancement of effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Millennium Development Goals and the World Fit for Children (WFFC) agenda
  • Ensures that the social planning project enhances policy dialogue, planning, supervision, technical advice, management, training, research and support; and that the monitoring and evaluation component strengthens monitoring and evaluation of the social sectors and provides support to sectoral and decentralized information systems
Qualification Requirements
University degree, preferably advanced university degree or equivalent background, in Social Sciences, International Relations, Political Science, International Finance, public relations, media, communication, or other relevant disciplines with two years of relevant professional work experience

The incumbent will work under the general supervision of the Chief, Health & Nutrition.
Duties
Programme Communication programme strategy, plan and implementation for behavioral change
  • Provides technical support and assistance in the development, management and facilitating of the implementation of programme communication strategy, plan of action and activities for strategy communication and promotion for social and behavioral change in support of country programme delivery.
  • Provides technical assistance in and contributing to the development, management and facilitation of the implementation of communication policy, strategy and plans of action aiming at general public and service providers through behavioral development/change, social mobilization of civil society organizations and increased community participation in development programmes for positive social change.
Programme communication materials
  • Provides technical support and assistance in the research, development, pretesting, and production of culturally relevant communication materials.
  • Supports the UNICEF global communications objectives and strategies through development of complementary country specific and local community materials
  • Ensures the quality, consistency and appropriateness of communication materials that are developed, produced, and disseminated to local communities, government officials, other partner and the press.
Partnerships for social mobilization
  • Develops and enhance strong partnerships with community groups, leaders and others partners in the community and civil society for promotion of participation in social and behavioral changes supportive of programmes goals
  • Develops partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community,
  • Promote a better understanding of children’s and women’s issues by assisting in or managing a country level behavior change and social mobilization strategy supportive of effective and efficient programme delivery.
  • Promotes and influences behavior development/change at individual/household levels, social mobilization of civil society organization and increased community participation in development programmes.
Capacity building support
  • Develops training materials and activities to in capacity building in participatory and behavioral change communication for personnel involved in the planning, implementation and evaluation of programme communication intervention, in support of programme sustainability, program management, monitoring and delivery of results.
Coordination and collaboration with government and partners
  • Liaises and coordinates with government counterparts in the development and appropriate use of communication for social development aimed at both individual behavior change and collective action.
  • Provides assistance and support to government officials, community leaders, UN, and bilateral agencies and NGOs in the organization of activities, operational research, advocacy and exchange of information and issues supportive of programme communication goals and strategies.
Monitoring and Evaluation
  • Monitors and evaluates programmes activities on the basis of applied communication research and frequent visits to projects areas.
  • Analyzes and evaluates data to ensure compliance and achievement of objectives and recommend correction action, when necessary, to meet programme/project objectives.
  • Prepares monitoring and evaluation reports in accordance with the established guidelines, methods and procedures. Also to provide technical advice to programme staff, government officials and other counterparts to coordinate and manage the evaluative elements of country programme milestones meetings.
  • Disseminates communication research findings, and ensures exchanges and sharing of experience, lessons learned, best practices, and new methods to government officials, programme staffs, and others UNICEF partners.
Budget planning and management of program funds
  • Provides professional input in and contributes to the budget and programme review and planning process. Assists in the establishment of programme work plans, allocation of resources, and monitors progress and compliance.
  • Reviews the allocation and disbursement of programmes funds, ensuring that funds are properly coordinated, monitored and liquidated.
  • Take appropriate actions to optimize use programme funds, improves programme efficiency, quality and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation.
Qualification Requirements:
  • University Degree in social and behavioural sciences, anthropology, psychology, health education or public health or other health related science is required.
  • An advance university degree is an asset
Experience:
A minimum of 2 years of professional experience in the planning and management of social development programmes, with practical experience in the adaptation and application of communication planning processes in public health/nutrition planning and/or in relevant areas of maternal and neonatal health care. Relevant experience in health/nutrition programme/project development and management in any UN system agency or organization is an asset.

SENIOR INFORMATION COMMUNICATION TECHNOLOGY ASSISTANT , UNICEF ZAMBIA

Senior Information Communication Technology Assistant (ICT) – Fixed-Term Appointment, GS-7 (General Service Category, Level 7), for 1 year (renewable) to be based in Lusaka.
The incumbent will work under the general supervision of the Information Communication Technology Officer.
Duties
1. Assist in implementing corporate Applications
  • Assist in implementing Global rollouts, upgrading corporate applications and network operating.
  • Provide support to all users in using the corporate applications and escalate any issue to the Global Help Desk.
  • Assist in organizing the user training for new systems and applications
2. Assist in managing the office network and ICT resources which includes:
  • Monitor and analyses network statistics, applications logs and firewall logs.
  • Conduct routine monitoring of the WAN link in Country office to ensure its continuity.
  • Carry out routine maintenance procedures for all servers under the guidance of ICT Officer
  • Enhance network availability and service levels by establishing routine maintenance procedures, heightening security and user access rights.
  • Provide support in implementing new operating system upgrades and replacing computer hardware
  • Maintain data backup in a manner that allows easy retrieval /restore and complies with UNICEF standards and perform regular maintenance on systems to keep them running in good condition.
3. Provide user support and assist in providing training in the areas of information technology and business applications which includes:
  • Organize orientation and refresher sessions to enhance the knowledge of Users in using the ICT systems more effectively and efficiently.
  • Provide support and guidance to the users for using online shared storage (Teams site and OneDrive) and network shared storage.
  • Assist in trouble shooting to resolve ICT service calls assigned to Lusaka helpdesk.
  • Provide support in conducting induction for new staff on internal ICT Policy, procedures and using the ICT resources.
  • Compiles Frequently Ask Questions and maintains knowledge databases for eventual distribution available to users in country office.
4. Provide support in maintaining ICT Disaster Recovery Plan and data backup which includes:
  • Assist in supporting the implementation of routine ICT disaster recovery procedures including daily backup.
  • Documenting network processes, procedures, software, tools and issues. Classifies and maintains the network documentation.
  • Providing support in updating Business Continuity Plan (BCP) and ICT Disaster Recovery Plan (DRP) and help in conducting simulation.
  • Implement routine ICT disaster recovery procedures including daily backup.
5. Provide support in enhancing office knowledge management to meet the office’s information needs which includes managing the network shared drive, and online OneDrive for Business.
6. Perform other ICT related duties as required
Qualification Requirements
Completion of secondary education, preferably supplemented by technical diploma or university degree in the field of IT with specialized training in Network Administration, Software applications, data and telecommunications, as below:
  • Theoretical foundations of computer science with practical applications of software, database, network, telecommunications and systems development.
  • Specialized training in information systems technology, organizational functions and general management.
  • Training in: information systems principles, database management systems, structured systems analysis and design; information systems project management; information systems planning and policy; operating systems; client/server applications and environment;
  • Specialized training in Networks, computer networking, management of network, telecommunications policy and environment; distributed information systems; information security and control. Microsoft Certification an advantage. Seven years progressive work experience in information management with Network, System Administration, Software development, Data and Telecom solutions at national levels. Hardware related experience will be an asset. Experience in training, support function is necessary for a field office to function properly.

Programme Assistant – Fixed-Term Appointment, GS-6 (General Service Category, Level 6), for 1 year (renewable) to be based in Lusaka.
The incumbent will work under the general supervision of the Nutrition Specialist.
Duties
1. Support to programme development, planning and execution.
  • Researches, analyzes, verifies, synthesizes and compiles qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
  • Drafts project documents, work plans, budgets, proposals on implementation arrangements.
  • Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
  • Monitors and tracks the efficient distribution of supplies that are required for effective programme delivery.
2. Support to monitoring and reporting of programme results
  • Prepares monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
3. Support in resource mobilization
  • Researches, analyzes, verifies, and synthesizes data and information in support of preparing reports pertaining to donors (both current and potential).
  • Researches, analyzes, verifies, and synthesizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
  • Carries out transactions in VISION pertaining to grants for his/her section such as registering grant allotments and tracking expiring programme grants.
4. Support in Knowledge Management and capacity building
  • Researches, analyzes, verifies and synthesizes information on best practices and lessons learnt to support knowledge development and capacity building
  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to program processes and procedures which aim to build capacity of stakeholders.
Qualification Requirements
Completion of Secondary School, preferably supplemented by technical or university courses related to the work of the organization. A minimum of 6 years of progressively responsible administrative or clerical work experience in a large Development Organization/Embassies or Private Sector is required.
Language Requirements: Fluency in English and in the local language of the duty station required
