MEDIA PRODUCTION CONSULTANT , Lusaka, Zambia


Terms of Reference for Media Production Consultant of SNV Media Products
1. Background
SNV Netherlands Development Organisation in Zambia is an international non-governmental organisation that provides advisory services, development and brokering of knowledge, and supports policy dialogue to local organizations. The recipients of these services include the public sector, private sector, farmer groups, and civil society organizations. SNV’s activities aim to upscale and have high impact on development. To accomplish this, SNV Zambia works in partnership with the public sector, private sector and other development organisations.
SNV develops promotional media products to manage its public relations, highlight project lessons and successes, and market its services and products to donor agencies and to create demand for its services and products to end users, clients and partners.
It is for this reason, SNV wishes to hire a consultant to produce and develop SNV multimedia products for 2016.  (One year running contract)
2. Objectives
The objective of this consultancy is to:
  1. To ensure that SNV promotional materials and products follow the SNV corporate guidelines
  2. To provide attractive products to end-users to aid in project promotional activities and value chain development in SNV’s projects.
  3. To provide attractive products to donors, partners and clients that will stimulate resource mobilisation and exposure of SNVs programmes internationally and nationally.
3. Activities
The consultant is responsible for the development of multimedia products following SNV corporate and project donor (where applicable) guidelines. Promotional media products include, but are not limited to:
  • Video documentaries ( 5 – 20 minutes)
  • Short promotional clips (30 seconds – 2 minutes)
  • Television adverts
  • Radio adverts
For all products:
  • Media products must be creative and attractive while using the SNV corporate identity guidelines as basis (colours, fonts etc.). The SNV branding toolkit will be shared with the consultant.
  • The consultant will be responsible for developing the script, editing, producing and directing all media products. The consultant must ensure the media product is attractive and engaging for all actors in development with whom SNV works, including local and international civil society, donors, government institutions, local service providers, private sector, end users, etc.
Timeline: A specific timeline will be shared with the consultant to deliver the requested product of each assignment. The overall agreement will end on 31st December, 2016.
Target group: donor agencies, international and local partners, clients, and end-users.
Participants in the activity: Consultant, Project Manager, Communications Officer.
Location of activity: Consultant’s place of work or home base.
4. Reporting line
The consultant will directly liaise with the Project Manager and Communications Officer who is responsible to  provide all the texts, pictures, graphs, guidelines and all other material that will allow the consultant to do his/her job in a satisfactory manner.
5. Payment Terms
Payment will be done based on deliverables, and payment terms will be determined per assignment. Payments will be made after the Communications Officer and Project Manager approve quality of work done and after consultant has invoiced SNV.
6. Qualifications requirements for Consultant
  • A degree in mass communication (broadcasting) or other relevant mass communication qualification;
  • Experience in video editing, script writing, interviewing, and producing documentaries;
  • Fluent in speaking, reading, and writing English;
  • Good communication and interpersonal skills;
  • Experience producing multimedia products in various local languages – including translation skills – is a plus.
7. Submission of Technical & Financial Proposal
Your proposal should contain the following;
  1. A cover letter, and CV of consultant
  2. At least two samples of work previously undertaken that is similar to the proposed assignment
  3. Statement of your understanding of the Terms of Reference and tasks to be accomplished
  4. Complete the attached bio data form
  5. Your proposed overall budget/ price
8. Evaluation of the proposals:
The evaluation of the proposals shall be based on the following.
  1. a) Your experience – you must have done similar exercises.
  2. b) Professional qualifications
  3. c) Your understanding of the assignment and proposed method or approach to carry out this exercise.
  4. d) Your remuneration as indicated on the bio data form.
  5. e) Your proposed overall budget.

For all products:

  • In cases where products will need editing, the consultant will be responsible for proofreading and editing the text of the products. The consultant must ensure the text is precise, concise and easily readable for all actors in development with whom SNV works, including local and international civil society, donors, government institutions, local service providers, private sector, etc.

YOUTH ENGAGEMENT OFFICER : Ndola, Zambia


Purpose: Marie Stopes Zambia (MSZ) seeks a Youth Engagement Officer to lead on scaling up youth interventions around Sexual Reproductive Health and Rights (SRHR), develop and refine communication strategies for targeting youth and provide training to and capacity building of service providers to facilitate youth-friendly service delivery. The successful candidate will play a key role in ensuring MSZ remains a results focused organization, achieving the greatest health impact possible. The Youth Engagement Officer will use both internal and external evidence to assist the Management Team with strategic development and will work in conjunction with the Programmes team to ensure projects deliver expected results.
Location: Ndola, Zambia

Key Responsibilities
  • Work with programmes team to develop and refine a youth engagement strategy to scale up SRH service delivery to adolescents in Zambia
  • Work across all MSZ teams to increase organizational capacity to deliver youth oriented services and health promotion campaigns
  • Work with and provide technical support on Adolescent Sexual Reproductive Health to the district health offices
  • Lead on the reporting and managing of MSZs youth oriented programs
  • Help district Health Offices to develop youth friendly services in health facilities
  • Assist MSZ to develop tools and health promotion messages to increase uptake of contraception among young people aged 15-19 years
    Build Internal Capacity
  • Develop, review and refine strategic documents and tools related to implementation of a youth engagement programme
  • Train and support MSZ and district health staff and community mobilizers on how to engage youth and provide a conducive environment for service delivery
  • Provide field support and mentorship to all MSZ channels and district Health Offices in implementing the youth engagement programme
  • Support field teams and district health offices in development of youth specific activities and interventions
  • Work closely with the Marketing and Communications team to develop and refine SRH behavior change messages and campaigns targeting youth, as well as enhance MSZ brand recognition for adolescent services
    Management of the Youth Engagement Program
    Prepare annual work plans and budgets for the youth engagement programme and monitor progress against key objectives and targets
  • Document success stories, best practices and case studies to broaden the evidence base around youth engagement strategies
  • Conduct periodic assessments on youth engagement programme requirements and develop feedback mechanisms for client input into the programme
External Partnerships
  • Establish collaborative relationships with other youth-focused organizations implementing SRHR programmes
  • Represent MSZ in the National Adolescent Technical Working Group and other similar forums
  • Help coordinate the district ASRH technical working group
  • Planned activities implemented on time and on budget
  • Clear strategies for youth engagement developed and implemented for all MSZ channels
  • Number of success stories, case studies and best practices published and disseminated to appropriate audiences
Skills and Experience
Qualifications:
  • A first level degree in social sciences, in a field related to development (significant and appropriate experience will be considered if no post-graduate qualification)
  • Experience:
  • Demonstrated experience in designing and implementing youth engagement strategies in SRHR
  • Demonstrated experience of project cycle management including budgeting and work planning
  • Knowledge of policy environment, national strategies and targets for adolescent SRHR
    Skills:
  • Excellent written communication skills
  • Must be familiar with working in rural areas with focus on participatory processes
  • Must be willing to undertake regular visits to the field and interact with different stakeholders
  • Must have excellent communication/interactive skills and must function well independently, as well as part of a team
  • Experience of behavior change communication methods and youth counseling
  • Fluency in both written and spoken English; and knowledge of one or more local languages
