Reporting to the Country Director you will be member of the SMT and contribute to the wider development and delivery of our programme in Zambia.
Key requirements - you do not need to have experience of the building sector although this would be an advantage. But you will have experience of developing training programmes and development programme management. You will be a strong manager with well developed communication and leadership skills.

Seed Industry Public Private Partnership (PPP) Specialist


Description

DAI implements the USAID-funded technical assistance program called Harmonized Seed
Regulations (HSR) in the Southern Africa Development Community (SADC). The HSR will allow seed trade across the region, integrating smaller and isolated national seed markets into one larger SADC market for seeds. This will increase availability of new improved varieties and high-quality seeds of targeted crops in Feed the Future focus countries. The HSR are part of a package of regional policy coherence to improve agricultural productivity and food and nutrition security.
DAI is currently seeking candidates for the Seed Industry Public-Private Partnership (PPP) Specialist. S/He will be responsible for operational bridging of the public-private relationships in the build-out of the SADC HSR Crop Variety Testing, Registration and Release, and Seed Certification and Quality Assurance; and the trade-related elements of phytosanitary certification and plant quarantine. S/He will work closely with the HSR staff, SADC Seed Centre staff, non-state actors, the African Seed Trade Association, seed trade and industry associations with special emphasis on South African National Seed Organization and Southern African Confederation of Agricultural Unions, and short-term experts in achieving project results.
Responsibilities include:
  • Design and development of a sustainable business model in consultation with regional key stakeholders for implementing and administering the SADC HSR.
  • Facilitate integrating the private and public sector systems for Seed Variety Testing, Registration and Release, and Seed Certification and Quality Assurance in Feed the Future focus countries using lessons from South Africa and/or other countries and regions.
  • Facilitate public-private development of a seed market information system for seed demand forecasting.
  • Facilitate transfer of technologies and management practices in target seed value chains from South Africa and other countries to Feed the Future focal countries in the region using tools such as the Partnership Fund.
  • Participate in the development of a work plan for project activities.
  • Actively participate in the development and implementation of the M&E plan for indicators related to his activity areas.
  • Provide timely, detailed, and accurate trip, activity, quarterly, annual, and final reports.
Qualifications
  • At least 10 years of relevant professional experience, and at least 5 years of experience in the agricultural development sector with private for-profit, public, and/or nonprofit organizations, with an emphasis on technology transfer and marketing.
  • Business feasibility study and business management experience with proven capacity in the design and delivery of market forecasting programs that integrate public and private information sources.
  • Evidence of management and delivery of functioning, effective information systems on time and within budget.
  • Knowledge of the SADC and Member State policy and institutions related to agricultural development, seed markets, regional trade, and regional and national agricultural and food security policies; experience working in Southern Africa required.
  • Strong written and verbal communication skills.
  • Advanced degree (M.B.A.) in business administration with a finance or marketing focus, or advanced degree (M.Sc. or higher) in agricultural economics or agricultural marketing; or in lieu of a graduate degree, a bachelor’s degree and five additional years of relevant experience.

Head of Grants and Contracts


The Head of Grants and Contracts is responsible for the oversight and management of all grants and contracts within the Centre for Infectious Disease Research in Zambia (CIDRZ). S/he serves as the lead expert for the planning, implementation and evaluation of grant proposals and provides guidance on cooperative agreements, cost-share agreements, participating agreements, collection agreements, interagency and intra-agency agreements and memoranda of understanding. Leads the development of the organization strategies through the identification of gaps and issues in grant proposals
Main duties
· Serves as a key liaison between the organization and all other local and international partnering organization
· Is responsible for ensuring professional relationships are maintained with all partners.
· Develops and implements new and revised grants management policies, directives, standards and procedures
· Maintains current knowledge of relevant information sources and key landscape events which may impact policies and procedures and provides strategic input to senior management
· Provides detailed explanations of finding and recommendations regarding compliance with grant documents and recommendations.
· Develops, analyses, and interprets grant and/or cooperative agreement policies, Standard Operating Procedures, and guidelines
· Develops training, technical assistance and guidelines, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients
· Plans work plan 6-12 month cycles.
· Independently analyzes grant requests and provides recommendations to management; may decline or approve grants
· Enforces the financial reviews of applications to ensure sufficient fiscal integrity and financial capability are included, examine proposed costs, and determine whether the budget and
· Ensures all required legal and financial paperwork is properly reviewed by Compliance Officer and is in line with CIDRZ policies.
· Facilitates pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities
· Reports on the status of all phases of awards to senior management, including assessment of technical progress and performance.
· Develops and provides training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, and recipients
· Oversees budget implementation of grants and review of grant documents in collaboration with program leads to minimize risk of disallowed costs.
· Oversees close-outs of grants and/or agreements, ensuring compliance with programmatic, administrative, and fiscal requirements of relevant statutes, regulations, policies, guidelines, and with grantee stated objectives, and the applicable implementation plan
Qualifications
· Master Degree in Business Administration/Accountancy or any other relevant academic/professional qualification
· Minimum of 7 years’ experience with private sector or NGO’s or International Organization with experience
· Strong knowledge and training in USG or any other donor regulations and policies.
· Proven experience with budget development, monitoring and reporting and strategic development
· Demonstrates a high degree of independence, requiring minimal supervision from management to accomplish complex project work assignments
· Experience with budget development, monitoring and reporting and strategic development
· Ability to proactively identify projects and initiatives, and eagerly accepts challenges and new responsibilities
· Ability to successfully interface with senior level colleagues in other organizations
· Proven experience working in teams who have won competitive grants
· Experience maintaining relationships with international partners
· Microsoft programs required
· Familiarity with accounting software
