COMMUNITY DEVELOPMENT FACILITATOR , Plan International

Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on education, health and sanitation, economic empowerment, and child protection and participation. Plan’s work is guided by our Child-Centered Community Development (CCCD) approach. Plan International Zambia has programme units in: Central, Luapula, Eastern and Provinces including in Lusaka, where the Country Office (CO) is located.
Plan International Zambia is looking for an innovative, motivated, self-starter individual to fill the following vacancy:
Community Development Facilitator- Eastern Programme Unit – 1 Position (3 Year contract)
Position Description
The position of Community Development Facilitator (CDF) is responsible for all sponsorship and development activities at community level and is a link between Plan International Zambia and the community in areas where Plan has a presence. The CDF interacts constantly with the Programme Coordinators and Sponsorship Unit Staff in mobilising communities to participate in development activities using the Child Centered Community Development approach and in the collection of sponsorship information respectively.
The CDF reports to the Community Development Coordinator in the Programme Unit.
Key areas of responsibility include:
  • Participating fully in monitoring sponsorship activities at community level
  • Mobilising communities to participate in development programmess
  • Promoting community development through capacity building and efficient supervision of community projects
  • Ensuring all Plan assets at community level are properly used and maintained
  • Ensuring effective record keeping of all relevant documents/reports
  • Living in the community as part of Plan International’s Global Immersion Strategy
  • Facilitating  project design, planning, implementation, monitoring and evaluation in the assigned area of operation
  • Facilitating  effective participation of children, families, communities and stakeholders  in programme activities
  • Facilitating the integration of programme and sponsorship activities in the community
  • Participating in  community entry processes, feasibility studies, risk analyses, baseline surveys,       phase- in and phase- out strategies
  • Introducing  child sponsorship to communities while working  together with the Community Associations (CAs) and volunteers
  • Working  with community  groups to support, monitor and evaluate on going activities in the field
  • Participating  in stakeholder meetings and networks at ward and village levels
  • Supporting community based structures (CAs) in 100% quality checking of all sponsorship communications before submission to PU office.
  • Facilitating the submission of communications from field office to PU office by volunteers.
  • Facilitating all sponsorship communications and ensures 100% communications are submitted monthly.
  • Identifying key child protection and other risks within the area of operation and put in appropriate control measures to mitigate them.
  • Identifying the potential of community groups to deliver specific programmes that promote the fulfillment of child rights
Candidates will need to demonstrate:
  • Possession of a Diploma in Social Work/ Development Studies or other relevant discipline.
  • 2-3 years practical experience in a similar position in an NGO environment.
  • Excellent interpersonal, report writing, and facilitating skills.
  • Have experience in use of participatory methodologies and working with communities and other stakeholders.
  • Willing to live in the community
  • Ability to organise own work and work independently
  • Possess a class 3 valid motor cycle riding license.
  • Skills in building good relationships with various community groups
  • Ability to work in a multi-disciplinary and multi-cultural environment, with knowledge of language, cultural beliefs and values of the community one is operating in
  • Good facilitation skills  ( community meetings, workshops & seminars)
  • Proficiency  in computer skills
