UNICEF Zambia invites applications from suitably qualified individual consultants as Provincial Sanitation Technical Advisor (TA) – to be based in Luapula Province to provide technical assistance to local government counterparts at Luapula Provincial, District and Sub-District levels to support sanitation planning, management and monitoring and reporting as well as backstopping support to the UN Volunteer TAs located at other provinces.
The responsibilities of the Provincial Sanitation Technical Advisor shall be but is not limited to the following:
- Supporting the Provincial and District government staff (MLGH, MoCTA, MoH, MESVTEE) in rolling out ODF strategy by 2020 in line with the National Rural Water Supply and Sanitation Programme (2016 – 2030).
- Support use of data analysis in the planning and budgeting process for the RWSS sub-sector in coordination with the Provincial DHID and through the PDHID with the Districts.
- Support the sanitation marketing component, including follow-up with trained masons, monitoring sales, accreditation procedure and marketing support. Explore linkages of service provision with self-supply for improving traditional water sources.
- Support coordination mechanisms at provincial and district level for the implementation of sanitation interventions
- Support governmental counterparts to develop / improve program management and monitoring tools and processes to ensure quality in timely achievement of program interventions
- Support the roll-out of the revised national Management Information System (MIS) under the guidance of MLGH including the monitoring and regular reporting capacities at provincial and district levels on agreed MIS indicators;
- Together with Monitoring, Evaluating, and Reporting (MER) Unit under MLGH, update MIS database with information from other reliable sources such as the mass verifications; this includes working with district-level offices to ensure the timely updating of the databases, sharing the updated databases with stakeholders (Chiefs, CBOs) on a monthly basis.
- Under the guidance of the MER Unit, MLGH, troubleshoot the WASH MIS system where reporting rates fall and ensure that provincial staff take responsibility for backstopping
- Share and document lessons learnt, best practices contributing to equitable realization of the rights of children and advocate to promote these best practices
- Enhance local publicity for ODF communities/TA/Chiefdoms by supporting production of a provincial ODF newsletter channels and linking communities with local mass media, including radio/TV stations, and exploring other opportunities for increasing publicity for ODF Zambia.
- Support ODF chiefdom/district achievement and preparations for celebrations
- Provide technical and backstopping support to the local UNVs based in other provinces.The assignment requires a strong background in WASH with a focus on M&E and MIS systems. More specifically the TA must meet the following minimum requirements.
- Master’s Degree in Development Studies, Public Health, Social Sciences, Engineering or related field;
- Five years work experience preferably in rural development and WASH both internationally and in Zambia;
- Strong skills in Management, interpersonal relations, problem solving and leadership;
- Self-starter with proven ability to work under pressure and meet deadlines with minimal supervision;
- Ability to write comprehensive and analytical reports
