Job Description
Program Background
Since 2003, PCI (Project Concern International) has shared the commitment of the U.S. Department of Defense HIV/AIDS Prevention Program (DHAPP) to improve the lives of uniformed personnel in the Zambia Defense Force (ZDF), their families and communities infected and affected by HIV/AIDS. Through PCI support to improve access, availability, quality and uptake of HIV/AIDS services, ZDF has been able to intensify HIV/AIDS interventions, and improve service delivery, outcomes and achieve sustainable impact.
In the next two years, PCI will deepen its capacity strengthening efforts and incorporate sustainability readiness approaches to continue transitioning program ownership to ZDF.  ZDF leaders will also be supported to continue to foster an enabling environment that reduces stigma and discrimination and supports human rights, gender and social norm change. PCI will strengthen the capacity of DFMS to implement combination prevention interventions in military base and surrounding community hotpots and to place greater emphasis on populations known to be at high risk, including new recruits and youth in and around military bases.
Job Summary
Reporting to the Program Manager, the Clinical Care Technical Officer will serve as overall technical lead for clinical care and biomedical HIV prevention interventions integrated into facility and community-based outreach HIV and AIDS programs implemented in and around Zambia Defence Force (ZDF) units around the country.
Specific Responsibilities
  • Provide technical support to the ZDF HIV and AIDS Secretariat to review and update clinical care guidelines including cervical cancer screening and treatment, tuberculosis (TB) screening , Sexually transmitted Infections (STIs) screening including HIV testing and counseling (HTC), and Rapid Syphilis Testing (RST) in line with national, Presidential Emergency Fund for AIDS Relief (PEPFAR), and World Health Organization (WHO) guidelines
  • Conduct training needs assessment for cervical cancer screening and treatment, TB screening, HTC, and RST
  • Work in collaboration with national trainers and use updated guidelines to plan, coordinate and supervise the successful implementation of clinical care trainings for ZDF health care providers
  • Provide technical guidance to the ZDF HIV and AIDS Secretariat to develop clinical care mentorship guides and standard operating procedures (SOPs) and train the ZDF Clinical Care Mentorship team on the developed guides and SOPs
  • Provide technical guidance and on-site mentorship to ZDF health care providers to implement integrated mobile cervical cancer screening, HTC and RST interventions in ZDF sites and surrounding communities across the country
  • Provide technical guidance and on-site mentorship to ZDF health care providers to implement quality TB screening, pre and post ART care and support programs integrated into ART clinics in PCI supported ZDF facilities
  • Work in collaboration with the ZDF mentorship team to conduct mentorship and site improvement monitoring visits to PCI supported ZDF sites implementing clinical care facility-based and mobile interventions
  • Work in collaboration with the Monitoring and Evaluation Manager to ensure timeliness and quality of data from ZDF clinical care and mobile sites and support the sites and the HIV and AIDS Secretariat to use data for decision making
  • Provide technical support to the ZDF medical directorate to conduct assessments to ascertain the equipment and supplies needed to enable the provision of quality and comprehensive Cervical Cancer, HTC and STI screening and testing services and work in collaboration with the PCI administration  department to procure needed equipment and supplies
  • Support the Program Manager to prepare clinical care detailed plans, budgets and semi-annual and annual progress reports
  • Participate in the Ministry of Community Development Mother and Child Health (MCDMCH) and Ministry of Health Cervical Cancer Technical Working Group and the United States Government (USG) Pink Ribbon Red Ribbon (PRRR) Technical Working Group
  • Participate in PCI’s innovation efforts and in teams on innovation initiatives
  • Other duties as assigned
Essential Qualifications
  • Degree or diploma in midwifery, nursing or clinical medicine
  • At least three years’ (five years for diploma holders) experience in designing , managing and implementing cervical cancer screening and/or TB and STI screening interventions as part of clinical care interventions for People Living with HIV and AIDS
  • Experience in designing training sessions and conducting trainings
  • Broader understanding of current issues in national cervical cancer, TB and STI screening interventions
  • Excellent verbal and written communication skills
  • Confident user of Internet, email, spreadsheets and MS Office suite
  • Ability to work as part of a team
  • Ability to travel frequently to ZDF sites around the country
  • A passion for the mission and values of PCI
Desirable Qualifications
  • Experience in implementing HIV and AIDS programs in line with PEPFAR guidelines
  • Experience in implementing HIV and AIDS capacity building programs for local institutions
  • Experience in implementing mobile outreach HIV and AIDS interventions
