Proposal Summary:
MSI anticipates an upcoming proposal for a five-year evaluation and research support services contract to support USAID/Zambia's Health Office. The objectives are: 1) to conduct evaluations, operations research and assessments across the health portfolio (Malaria, HIV/AIDS, Health Systems Strengthening, Maternal Health, and Family Planning); and 2) build the monitoring, evaluation and research capacity of the USAID Mission, its grantees and local Zambian institutions.

Position Summary:
The Senior Monitoring and Reporting Advisor will be a member of the senior management team. S/he will be responsible for overseeing the delivery of all work associated with performance monitoring tasks. This will include working with USAID staff, international and local partners, and the Government of Zambia. The position is based in Lusaka, with travel throughout Zambia as necessary. S/he will report to the Chief of Party.
Responsibilities:
- Serve as a key focal point for USAID and partner staff for monitoring and reporting.
- Support USAID and its partners in the development of their M&E systems.
- Facilitate the development of results frameworks, logic models and logical frameworks.
- Provide technical assistance to USAID and its partners in all aspects of the design and execution of USAID's performance management system.
- Provide training and capacity building support to USAID's partners.
- Review qualitative and quantitative data collection instruments.
- Supervise and/or lead data quality assessments.
- Supervise and/or lead the analysis of performance data.
- Present monitoring findings.
- Develop short analytic reports using performance data.
- As part of the senior leadership team, manage staff to ensure smooth workflow.
Qualifications:
- A Master's Degree in international development, social sciences, public health or other relevant fields; additional training in epidemiology, statistics and/or survey methodology is a plus.
- Minimum ten (10) years of experience in monitoring of bi-lateral or multi-lateral donor-funded health projects; Minimum five (5) years of experience with USAID-funded projects working in one or more of sectors within USAID's health portfolio (malaria, HIV/AIDS, health systems strengthening, maternal health or reproductive health).
- Demonstrated experience in the development of results-based management systems and plans, including the design of frameworks, selection of indicators, development of data collection instruments, collection and analysis of data, and reporting.
- Demonstrated capabilities in the use of quantitative and qualitative methodologies.
- Solid facilitation and presentation skills.
- Ability to work with a wide range of partners with varying skills in monitoring and evaluation.
- Supervisory experience.
- Fluency in spoken and written English.
- Strong analytic experience with and reporting of performance data.
- Proficient in MS Excel and PowerPoint.
- Experience with data visualization products and software, a plus.
