Manager, Market Supervision - Securities and Exchange Commission

The Securities and Exchange Commission (SEC) is a body corporate established by an Act of Parliament, the securities Act NO.38 of 1993, CAP 354 of the Laws of Zambia, with an objective of inter-alia regulating and developing the Zambia Capital Markets. The Securities and Exchange Commission is responsible for the supervision and development of the Capital Markets in Zambia as well as the licensing of financial intermediaries, collective investment schemes and securities exchanges, the registration of securities to be issued such as debt and equity instruments and the authorization of transaction in entities registered with the SEC,inter alia.
SEC now seeks to recruit qualified person to be appointed into the following vacant positions to help it achieve its objectives both in terms of it’s the overall mandate as well as its strategic objectives
Manager – Market Supervision
The Job Purpose
The manager Market Supervision is responsible for the supervision of the Capital Markets in Zambia in order to protect investors and ensure efficient operation of the capital Markets through regulation.
The job holder will report to the Director – Market Supervision and Development
Key Duties Include:
• Conduct timely and adhoc inspection of all categories of market players using Risk based Supervision:
• Monitors compliance with the regulatory,legal,financial and market conduct of the securities Act for all market players

Key Duties Include:
• Conducts timely and adhoc inspections of all categories of market players using Risk based Supervision;
• Monitors compliance with the regulatory, legal, financial and. marker conduct of the Securities Act for all market players;
• Ensure self regulating organizations are operating effectively;
• Utilizes standardize processes and procedures for undertaking Market inspections;
• Processes new and renewal licenses applications by scrutinizing documents submitted for compliance with the Securities Act and thereafter, recommend to the Licensing Committee for approval of application in – order to ensure that only fit and proper applicants are licensed;
• Issues Licenses to the approved applicants, immediately after approval by the Licensing Committee;
• Conducts onsite and offsite inspections of issuers and financial intermediaries in order to verify compliance to rules and regulations;
• Monitors capital markets activities in real time or in retrospect using surveillance equipment in order to detect unusual transactions or patterns;
• Undertakes investigations in order to establish if there is a breath or on g doing by any capital market player;
• Undertakes research and analysis on issues relating to the capital market prudential regulations and supervision;
• Prepares and submits timely and objective Reports lo facilitate recommendations to the Market
• Transactions Committee for their decision making;
• Prepares timely ad hoc, Monthly, Quarterly and Annual Departmental Reports for consolidation in the SEC Reports:
• Attends to complaints and maintains a complaint database and Maintains databases relating to the different aspects of supervising. Including Preparing Reports for inclusion in Board papers as required.
The SEC is looking for a candidate experienced in supervion/regulation/auditing. The position requires a reason understanding of the Zambia law, particularly the Securities Act and Compliance Act.Experiance in the capital markets or Financial Sector is an added advantage
The following qualities/competences are a must:
• High level of analytical abìlity Strategic thinking including organization and planning skills
• Excellent written and verbal communication skills
• Confident and dynamic personality with Good computer skills (Word processing, spreadsheets and internet)
• Must be persuasive, team leader ,team player flexible and exhibit high level of integrity and confidentiality
Qualifications:
• Degree in Finance, Accounting or Audìting
• Professional qualification such as association of Chartered Certified Accountants (ACCA) and Chartered
• Institute of Management Accounts (CIMA) is an added advantage
• Minimum work experience of 3 years
