Consultancy for Capacity Building of Producers, Processors and Traders in SPS, Food Safety, Traceability and Controls
ZAMBIA
TRADE AND INSTITUTIONAL CAPACITY BUILDING IN THE APICULTURE SECTOR (TICBAS)
The Netherlands Development Organisation-SNV Zambia Office has received financing from the African Development Bank under the Africa Trade Fund Initiative (AfTRa) toward the cost of the Trade and Institutional Capacity Building In the Apiculture Sector (TICBAS) project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy for Capacity Building of Producers, Processors and Traders in SPS, Food Safety, Traceability and Controls
Objectives of the Assignment
The purpose of this assignment is to enhance the capacity of honey value chain actors (producers, processors and traders) and relevant MDAs to improve SPS integration in the value chain.
This assignment has 3 main components
a) Establishing Traceability systems
b) Training producers, processors and traders in SPS, traceability and food safety
c) Training Ministries, Departments and Agencies (MDAs) in SPS Management
Duration of the Assignment
The period of the assignment will be five (5) months; the consultancy is expected to start in October 2015, and complete the assignment by the February 29, 2016.
Application
The Netherlands Development Organisation-SNV Zambia Office now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” 2008 Edition Revised in 2012 which is available on the Bank’s website at http://www.afdb.org. The following are the required qualifications:
  • Post-graduate qualification in Agriculture economics, food safety, industrial development, or similar;
  • At least ten years’ experience working in international food manufacturing and primary food developing, mentoring and auditing suppliers for world-leading brands, food service providers and retailers in SPS, traceability and food safety;
  • Demonstrated experience in developing SPS and food safety systems for a range of products and extensive experience in engaging manufacturers to execute the delivery of SPS, Quality and Food Safety as a priority;
  • Qualification as an ISO 9001:2008 Lead Assessor Auditor or ISO 22000 – Food Safety Management Systems is an advantage;
  • Demonstrable, in depth knowledge of the national systems for SPS, food safety and traceability and familiarity with the areas of production in Zambia;
  • Prior experience of establishing traceability systems for pests and diseases;
