Regional HR Manager

Location: Romania, Bucharest

WWF DCP - Romania is seeking to recruit a dynamic and enthusiasticRegional HR Manager (full-time, based in Bucharest)

The Regional HR Manager contributes to the WWF mission in general and to the WWF Danube Carpathian Programme (DCP) performance in particular, through effective HR strategy building and best practice that supports high-quality organizational results through high-performing, motivated staff: employee relations, employee engagement, fair and coherent compensation & benefits, performance and talent management, learning & development, organizational culture as well as recruitment, throughout the DCP region (including Austria, Romania, Hungary, Bulgaria, Serbia, Ukraine and Slovakia).
The Regional HR Manager will report to the Regional Head of Operations and will be based in Bucharest.

Major Functions of the Role include:

  • To continue the development and implementation of a regional Human Resources (HR) strategy as well as ensure the observance and enhancement of existing HR policies, procedures and systems for WWF-DCPO, in support of our overall Strategic Plans.
  • To ensure that the resourcing, development and management of our staff are aligned with the Strategic and Annual Plans of the organization, so that the right people with the right skills are in the right places. 
  • To provide strategic HR advice and support to the Regional Director of WWF-DCPO, as well as to the Senior Management Team. 
  • To work closely with the HR, People and Organization Development Department of WWF-International to ensure that the HR strategy is aligned to WWF International HR objectives and standards. 

 Your main responsibilities will include:

  • Manage implementation of the regional HR strategy (FY15-FY17) as well as annual HR work plans; leads the development of the HR strategy going forward
  • Provide HR advice and support to the Senior Management of WWF-DCPO
  • Align operational change needs with Human Resources related actions to be taken
  • Maintain harmonized HR policies, procedures and systems for the whole DCP region
  • Manage recruitment and position changes throughout the region, as well as induction of new staff
  • Oversee the review and update of appropriate job descriptions and manages the job grading process; assists the Regional Director in  structuring office organization chart to facilitate the delivery of the organization’s strategy
  • Manage the annual salary review process
  • Coordinate the annual performance appraisal process, via coaching the staff and managers and ensuring alignment with the WWF International policy
  • Coordinate the creation of development and career plans for managers and staff, as well as the Annual Regional Training Matrix, as per the development needs captured within the performance appraisal process
  • Liaise with relevant L&D providers, internally and externally and designs learning programmes
  • Manage the Talent Management process (including performance management, succession and retention planning), via partnership with the Senior Management Team
  • Coordinate the organizational culture project in place, through Senior Management and staff engagement
  • Champion effective employee relations, by undertaking all necessary consultations and negotiations with staff on personnel issues to ensure that harmonious relationships and effective communication is maintained between management and staff; manages performance issues, grievances, exit procedures
  • Manage mobility: ensures hosting agreements or appropriate documentation between hosting and recipient office for staff secondments, exchange programmes within WWF or external partner organisations
  • Monitor any possible crisis or risk to the organisation and develops plans that will support in such contingencies
  • Coordinate and coaches HR focal points of every Country Office, ensuring that they are properly equipped with the appropriate systems and processes
  • Ensure that all Programme locations operate in strict application of WWF policies & procedures, within local legal frameworks, as advised by the local HR focal points
  • Take over local HR management of Romanian Country Office including compliance with all Romanian statutory requirements and operational HR tasks
  • Data management: maintain and enhance employee info databases, for tracking and reporting purposes; prepare reports for the senior management and WWF Intl as requested
  • Liaise and cooperate with WWF Internal auditor related to HR audits and self audits if required

We expect from you:

  1. Adheres to the WWF mission, as well LIVES the WWF DCP’s Values: Empowering People, Trust, Impact Driven, Responsibility, Standard of Excellence
  2. Knowledge: A university degree in Psychology/Human Resources, Business Administration or related field; possession of a masters or equivalent post-graduate qualification and/or a Train the Trainer certification would be an advantage 
  3. Experience: A minimum of 2 years professional experience in a HR management (or other senior HR role) preferably in an international organization/NGO in the region
  4. Skills and Abilities:  
  • Excellent interpersonal and communication skills and the ability to maintain effective relations with all levels of management and staff
  • High-level analytical and conceptual skills and the ability to meet deadlines
  • Demonstrated ability to lead by example and work as part of a team as well as individually with minimal direction
  • Ability to work in a “virtual” team spread across multiple countries and locations and to travel  frequently
  • Experience of working in multi-cultural environment
  • Adaptability, tact and diplomacy
  • A service and can-do attitude
  • Result oriented, proactive, self-starter
  • Excellent verbal and written communication skills in English and Romanian
  • Basic budgeting skills
  • Proficient in the use of Microsoft Office (Word, Excel, PowerPoint)
  • Experience in developing and monitoring the compliance of HR systems, policies and procedures, preferably the context of an international organisation
  • Coaching and capacity building/development
  • Problem solving and management of crisis, conflict and risk
