Monitoring & Evaluation Manager

The Indaba Agriculture Policy Research Institute (IAPRI) is a leading Zambian and Regional Think Tank. It carries out high quality research in the agricultural sector, and communicates the results of this research to policy makers and other stakeholders. The purpose is to contribute to the development and implementation of better agricultural policy in Zambia.

Monitoring & Evaluation Manager
Job Description
IAPRI seeks to hire a Zambian national with strong monitoring, evaluation, research, and analytical skills in the field of agricultural economics, or another related field in order to manage IAPRI’s monitoring, evaluation, and reporting on progress made on IAPRI’s grant awards with its various partners. The M & E Manager will also manage all reporting on progress of the institute’s work to the Board and other Board Committees. Further, the M & E Manager will be IAPRI’s interface and activity manager on all agricultural and economic sector monitoring and evaluation processes.
Duties and Responsibilities
• Provide leadership for completion of key M&E documents, and components of monthly, quarterly and annual reports in collaboration with the Institute’s Executive Committee of Management (EXCOM)
• Reporting to the EXCOM on program progress and performance through knowledge sharing and thought leadership activities.
• Providing inputs to M&E components of proposals for new business development.
• Managing evaluation for IAPRI programs, including drafting scopes of work, managing consultant contracts, and overseeing external evaluation processes.
• Establish operating procedures related to monitoring and evaluation.
• Participating in sector stakeholder working groups and task forces to remain current on changes to relevant evaluation policy and best practices in M&E.
• Represent IAPRI at key stakeholder meetings and conferences.
Potential Outputs:
• Needs assessment of the IAPRI M&E Unit, including gaps, opportunities and recommendations.
• Work plan developed annually addressing the key recommendations (jointly with EXCOM).
• Monthly, quarterly, semi-annual and annual M & E reports.
• Annual agriculture sector performance reports.
Qualifications and Experience
• A minimum of Degree in Agricultural Economics, Rural Development, Statistics, Geography,Rural Sociology, or closely related field.
• A Master’s Degree and experience in M&E work directly related to the agricultural industry will be an added advantage.
• Proven skills, with at least 5 years’ experience, in monitoring and evaluation.
• Demonstrated expertise in designing and implementing rigorous quantitative and qualitative research, rapid appraisals, and methods for data analysis.
• Knowledge of M&E issues and indicator development.
• Excellent management, interpersonal, networking and team building skills.
• Evidence of having a strong attention to detail.
• Excellent written and spoken English and main local languages.
• Willingness to travel, both in country and abroad.
• Hands-on practical experience setting up and managing Monitoring and Evaluation Reporting systems for policy programs in developing countries, and the ability to coach and train others in their use.
Other Desirable Qualifications
• Knowledge of and experience in working with the principal public sector providers of analysis and information in the country.
• Knowledge of and experience in working with private sector in the country
• Possess a holistic and solid knowledge regarding the country’s agriculture and policy environment (Government, private sector, NGOs) and its evolution in recent years.
