Recruitment at Zambian Governance Foundation , 12/3/2015


Terms of Reference: Project management support for the 10th EDF project: Empowering citizens so that they know, claim and secure their rights
1.    Background
The mission of the Zambian Governance Foundation is to strengthen the role of civil society in pro-poor policy engagement, by increasing access to capacity enhancement resources, tools and other support mechanisms. The means of implementation has primarily been through the provision of grants, capacity development to civil society organisations in Zambia and convening spaces for learning and sharing of good practices among ZGF’s Grant Partners.  ZGF has been given an opportunity to provide management support services for the implementation of the 10th EDF Capacity Development Programme for Non State Actors in Zambia. The management support includes a wide range of services, including assisting the EU with implementing the restricted call for proposals, providing ongoing capacity development support to grantees, supporting the formulation of baselines, conducting M&E visits and impact assessments as well as providing platforms for joint learning and information sharing.
Grant contracts with eight organisations were signed recently and the implementation of activities to support these grantee organisations is since then in full swing. ZGF therefore seeks a consultant to provide overall programme management support to the ZGF implementation team on a part time basis for the period of one year starting beginning of January 2016 to ensure agreed programme activities are implemented as per grant contract between EU and ZGF.
2. Responsibilities
The consultant’s responsibilities will include the following:
Programme coordination and support
  • Coordinate the development of quarterly and monthly work plans and facilitate periodic planning meetings
  • Establish quality standards for programme management and implementation
  • Manage programme budgets and track the use of financial and other resources
  • Provide administrative oversight of the programme and coordinate various activities of the implementation team
In close collaboration with the implementation team
  • Initiate the procurement of goods and services and participate in the procurement
  • Coordinate the services offered to grantees by the various teams to ensure the services ZGF offers are meaningful and timely
  • Track progress of implementation and produce quarterly activity reports
  • Assist with the development of financial and narrative reports of high standards
  • Maintain and strengthen effective working relationships between the various teams
  • Liaise with relevant stakeholders
Communication related activities
  • Draft communication materials in line with the visibility action plan
  • Assist with procurement of art work and printing
  • Support the development of visibility and communication for the Grant Partners
The commencement date is at the beginning of January 2016. The maximum number of input days is 105 days over the period of one year. The commencement date is yet to be agreed upon but the consultant should ideally start work at the beginning on January 2016. The consultant will be expected to work as much as possible at ZGF’s premises to ensure smooth implementation and coordination with the implementation team.
3. Expert profile required
The following qualification and experience is required:
  1. Minimum of 10 years’ experience in project / programme management
  2. Master’s degree in a relevant field
  3. Demonstrated experience in working with Zambian civil society organisations
  4. Demonstrated experience with managing European Union (EU) funded projects
  5. Experience in organising meetings and publicity events
  6. Ability to produce high quality documents that aim at simplicity and clarity
  7. Fluency in English
