The
Common Market for Eastern and Southern Africa (COMESA) is a regional grouping
of 19 African States which have agreed to promote regional integration through
trade development and transport facilitation. More information can be obtained
from the COMESA website www.comesa.int.

Below are the

1. JOB DESCRIPTION
POST ONE
JOB
TITLE: Assistant Secretary General
Administration and Finance
GRADE: Executive Management

SALARY SCALE: COM$103,783 per annum, plus allowances
REPORTING TO: The Secretary General
PURPOSE
OF THE JOB: To assist the Secretary General by providing
leadership and supervision on all Administration and Finance matters at
the Secretariat.
FUNCTIONS: Under the direct
supervision of the Secretary General, the incumbent will perform the
following duties:
•
Make follow ups on budget contributions by
Member States and schedule missions to Member States with respect to Budget
Contributions;
•
Participate in the mobilization of resources
for COMESA programmes and activities from sub regional, regional, bilateral and
multilateral sources;
•
In line with the afore mentioned, ensure cash
flow projections for six months are prepared and that the Secretariat has
adequate resources for its operations;
•
Prepare and sign annual performance contracts
on the basis of the approved work Programme for Directors in the Divisions of
Administration and Finance and officers in the office of the Assistant
Secretary General (A&F);
•
Make
recommendations for the Investment of Surplus Funds;
•
Chair the annual budget
review/rationalization meeting and align both regular and extra budgetary
resources to the consolidated COMESA work programme;
•
Monitor
the progress of the approved work plans of Administration and Finance
Divisions
and officers under supervision;
•
Implement
policy decisions related to Administration and Finance Divisions;
•
Make recommendation for the Secretary
General’s approval on staff welfare issues that are currently not governed by
COMESA policies;
•
Propose financial and administrative policies
and develop procedures with inputs from Technical Divisions, Divisions of
Administration and Finance and Internal Audit;
•
With the assistance of Internal audit, follow
up on implementation of Internal and External Audit recommendations for the
Divisions of Administration and Finance;
•
Coordinate external audits with the support
of Budget and Finance Division and Internal Audit;
•
Approve
the carrying forward of leave days from one financial year to another;
•
Review and approve quarterly activity plans,
reports and quarterly aide memoirs for Administration and Finance Divisions;
•
Approval of Travel requests for Directors
under the Divisions of Administration and Finance and officers under
supervision;
•
Prepare
the Budget for COMESA Policy Organs Meeting;
•
Service Statutory Committees and Technical
Committees meetings as appropriate;
•
Sign all letters to Permanent Secretaries on
follow up on policy organs decisions on Administrative and Budgetary matters
with copies to the Office of the
Secretary
General;
•
Sign all invitations letters other than
policy organs and Ministerial Meetings with copies to the Office of the
Secretary General;
•
Sign all other letters on operational issues
relating to the implementation of COMESA programmes with copies to the Office
of the Secretary General; and
•
Sign all correspondences to COMESA Autonomous
and Semi Autonomous Institutions on operational matters with copies to the
Office of the Secretary General.
EDUCATION: A Master’s Degree in Business
Administration/Commerce
EXPERIENCE: At Least 15 Years in a similar or related

TITLE: Director, Administration
GRADE: Professional, Level 5
(P5)
SALARY SCALE: COM$ 66,046 - COM$77,938 per annum plus
allowances
DIVISION: Administration
REPORTING TO: Assistant Secretary General (Administration
and Finance)
FUNCTIONS: Under the direct supervision of
the Assistant Secretary General
(Administration
and Finance) and overall direction of the Secretary General, you shall inter
alia perform the following:
(a)
HUMAN RESOURCES
Design, update and implement strategic human resources system
which will comprise the following:-
•
Training and management development programmes;
•
Performance appraisal systems;
•
Remuneration and general emoluments policies and systems;
•
Motivation strategies;
•
Staff welfare policies;
•
Industrial relations policies and practices;
•
Staff Administration system i.e. personnel administration
software;
•
Career and manpower planning system, and
•
Ensuring recruitment of all COMESA staff is done cost
effectively.
(b)
ESTATES MANAGEMENT
Ensure
the following is carried out:-
•
COMESA properties are kept in a good state of repairs;
•
Maintain records of properties and agreements;
•
Tender maintenance jobs and administer contracts;
•
Security and cleanliness of the properties;
•
Preparation of financial returns for all externally funded
projects;
•
Good customer relations with tenants, and
•
Plan for improvements of the properties.
(c)
CONFERENCES
Ensure the smooth running of the COMESA
Conferences and Meetings as well as the services associated with the
conferences such as:-
•
Language translations;
•
Document Reproduction, and
•
Documentation
(d)
PURCHASING AND ADMINISTRATION
•
Ensure an up to date purchasing system;
•
Monitor and responsible for all purchases in COMESA;
•
Overall supervision of hotel bookings and travel;
•
Overall supervision of the
receipt and management of stocks and spares ensuring that they are protected
from theft, deterioration and damage;
•
Supervision of the asset register;
•
Overall supervision of the inventory system;
•
Overall supervision of the
switchboard operators; Drivers; Messengers; Cleaners and Translators.
(e)
Any Other related duties that may be
assigned to you by the Assistant Secretary
General (Administration & Finance) from time to time.
EDUCATION:
Master’s
Degree in Public Administration, Human Resources or Personnel Management
or Organisation Development, Business Administration or other relevant fields.
EXPERIENCE: At
least ten (10) years working experience in a similar or related position.
Experience in a regional or international organisation will be desirable.

TITLE: Director, Information and Networking

REPORTING TO: Assistant Secretary General (Programmes)
FUNCTIONS: Under
the direct supervision of the Assistant Secretary General (Programmes) and the overall supervision of the Secretary
General, you shall inter alia perform the following:
•
Design, develop, instill and
implement an information and network system between COMESA and Member States as
well as within COMESA itself;
•
Initiate and design information technology (IT) strategic plan;
•
Review and update the installed
information technology (IT) system and IT strategic plan on a regular basis;
•
Develop and generate capacity
within COMESA and member States to harness, store, retrieve, disseminate and
transmit information;
•
Develop an application of
software for management of COMESA's Programme activities;
•
Plan and direct the
implementation, development and operation of the common IT infrastructure at
the COMESA Headquarters;
•
Oversee the design and
implementation of major systems infrastructure, managing multiple, concurrent
and often disparate tasks for projects that often involve innovative
applications dissimilar systems as well as data bases and highly complex system
integration and linkages;
•
Facilitate transmission of
current information on various aspects of COMESA activities between member States,
Chambers of Commerce and other private sector institutions and institutions of
regional integration through electronic connectivity.
• Provide networking facilities linking COMESA with other economic
groupings in Africa and the rest of the world;
•
Develop standards for the
service in hardware and software, e-mail, group ware, work flows,
methodologies, consulting for IT departmental projects, applications support
and special projects;
•
Maintain a broad knowledge of new technology trends;
•
Develop and train staff with assistance from the Personnel
Division;
•
Take day to day decisions on the supervision of personnel in the
Division;
• Any other related duties that may be assigned to you by the
Assistant Secretary General (Programmes) or the Secretary General from time to
.time.

Equivalent
EXPERIENCE: At

FOUR
JOB
TITLE: Energy Economist
GRADE: Professional, Level 3
(P3)
SALARY SCALE: COM$ 45,407 – COM$ 55,810 per annum plus
allowances
DIVISION: Infrastructure Development
REPORTING TO: Director, Infrastructure Development
FUNCTIONS: Under the direct supervision of
the Director of Infrastructure
Development and the overall supervision of the Assistant Secretary General (Programmes), you shall inter alia perform
the following:
•
Designing and monitoring the
implementations of programmes aimed at encouraging investment in energy sector;
•
Designing strategies for the development of energy, in the
COMESA region by:
a)
Preparing plans for achieving the regional energy planning
network;
b)
Initiating policies to encourage investment in energy sector;
c)
Drawing programmes for improvement of energy;
d)
Coordinating the World Solar
Energy Commission in collaboration with the Energy Commission for Africa, and
e)
Participating in the
mobilization of resources with member States for Solar power projects.
•
Studying and analyzing factors
that influence the production, Investment, distribution, conservation and use
of energy products;
•
Conducting studies to determine
the economic impact of alternative sources of energy production and
distribution;
•
Determining the investment
requirements of various alternative Sources of energy production, and
•
Perform any other related duties that may be assigned to you by
the Director of
Infrastructure Development or
the Assistant Secretary General (Programmes) from time to time.
EDUCATION: Minimum Bachelor’s
Degree in Energy Economics or Geology or Engineering or other relevant
fields. A Postgraduate degree in the relevant field would be an added
advantage.
EXPERIENCE:
At
least eight (8) years working experience in a similar or related position.
Experience in a regional or international organisation will be desirable.
FOR ALL POSTS:
WORKING LANGUAGE REQUIREMENT: Must
be fluent in English and/or French and/or Arabic (speaking and writing).
A combination of any two or all of these languages will be an added advantage.
