Deputy Chief of Party, RHAP/TSP

MSH seeks a Deputy Chief of Party to manage the Regional HIV and AIDS Program Technical Support Program (RHAP/TSP) in Southern Africa. The overall purpose of this potential opportunity is to improve the technical outcomes and management of HIV programs in the USAID/SA region. USAID, through RHAP/TSP, aims to continue to reduce the impact of HIV and AIDS in the region, particularly in Lesotho and Swaziland, by increasing access to quality HIV and AIDS services. In support of PEPFAR-funded bilateral programs, RHAP/TSP activities would strengthen USG efforts to combat the impact of HIV and AIDS across the region. RHAP/TSP’s support improves the knowledge base of USG managers and implementing partners across the region in order to assure high-quality and effective programming, fills important gaps in existing programs, and maintains its focus on strengthening the role of regional organizations to combat the epidemic and provide quality technical assistance. RHAP/TSP plays a key role in analyzing and promoting strategic information around the epidemic, assisting with the implementation of programs, promoting the application of technical guidance in the region, and expanding partnerships with an emphasis on strengthening regional institutions and public-private partnerships in the region.
This position will be responsible for all RHAP/TSP program and technical direction ensuring that staffing is aligned with RHAP/TSP vision, goals and plans to achieve RHAP program results. With guidance and support of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between TSP project departments and units. S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve.
Position contingent upon project award and funding.
Specific Responsibilities
  1. Provide technical leadership and managerial oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to regional and country specific donors, and MSH headquarters.
  2. Coordinate project liaison and collaboration with partners, donors, various USAID country missions, clients and stakeholders, including MSH headquarters. Maintain a USAID/RHAP partnership that engenders trust and respect and build USG’s confidence in MSH’s ability to get the job done.
  3. Work in close collaboration with the MSH Country Representative(s) and Country Operations Management Unit (COMUs) to ensure coordinated and effective operational support for the project and for MSH within the various countries and the region.
  4. Serve as a member of the Southern Africa Leadership Team.
  5. With the COMU Director, adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement, ensuring proper financial controls, and appropriate tracking and monitoring of financial disbursements and costs, and timely and accurate reporting of funds available, obligations from USAID, expenditures, and pipelines to USAID, MSH, and to the project team leaders.
  6. Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Southern Africa, as well as the support team members in the Home Office.
  7. Ensure effective coordination is established and maintained with the relevant MSH country Operational Support Team (OST).
  8. When appropriate, act in place of the COP.
  9. Take lead in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners. Advise the COP on external sourcing of human resources and consultants.
  10. The DCOP will set direction and coordinate annual work plan development and implementation. S/he will ensure alignment with regional frameworks and strategies, national and donor strategies in each country – including PEPFAR and USAID strategies. S/he will identify opportunities for integrated planning and implementation creating synergies between various program areas.
  11. Establish and manage a forum where the directors and the coordinator of technical services regularly discuss strategic program, technical, monitoring, reporting and operational issues to keep RHAP/TSP on the cutting edge.
  12. The DCOP shall guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.
  13. S/he will direct efforts to write concept notes and new programs to address emerging health and programming challenges identified by donors, host countries or through the work we do.
  14. Contribute to a knowledge management system where the donor vision and government values permeate through our clients to reach beneficiary communities, and the learning from grassroots and countries is documented and shared to influence new programming at national and regional levels.
Qualifications
  1. A first degree in medicine and a master’s degree in public health or related field are required.
  2. At least 10 years’ experience managing donor-funded HIV and AIDS programs in Africa; with demonstrable experience managing complex regional projects preferably in the Southern Africa region.
  3. Demonstrated experience managing a project seeking to improve clinical and technical outcomes for partner programs, especially in the area of HIV/AIDS care and treatment.
  4. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and donor organizations.
  5. Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred.
  6. Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.
  7. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
  8. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  9. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  10. Fluency in English is desired.
