Chief of Party, RHAP/TSP

MSH is seeking a Chief of Party to lead the Regional HIV and AIDS Program Technical Support Program (RHAP/TSP) in Southern Africa. The overall purpose of this potential opportunity is to improve the technical outcomes and management of HIV programs in the USAID/SA region. USAID, through RHAP/TSP, aims to continue to reduce the impact of HIV and AIDS in the region, particularly in Lesotho and Swaziland, by increasing access to quality HIV and AIDS services. In support of PEPFAR-funded bilateral programs, RHAP/TSP activities would strengthen USG efforts to combat the impact of HIV and AIDS across the region. RHAP/TSP’s support improves the knowledge base of USG managers and implementing partners across the region in order to assure high-quality and effective programming, fills important gaps in existing programs, and maintains its focus on strengthening the role of regional organizations to combat the epidemic and provide quality technical assistance. RHAP/TSP plays a key role in analyzing and promoting strategic information around the epidemic, assisting with the implementation of programs, promoting the application of technical guidance in the region, and expanding partnerships with an emphasis on strengthening regional institutions and public-private partnerships in the region.
The Chief of Party is accountable for project deliverables and results, and has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects, and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU), where applicable.
This position in contingent upon project award and funding.
Specific Responsibilities
Project Results
  1. Client expectations- Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client(s) approved Results Framework and Performance Monitoring Plan.
  2. Project Management- Provide effective project management systems within MSH policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness.
  3. Relationships- Cultivate and maintain effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers and other local and international stakeholders.
  4. MSH Interests- Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
Vision and Technical Strategy
  1. Develop and execute project’s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&E) plan and annual project work plans as per contract/agreement requirements, approved budget and received obligations, and MSH technical frameworks and standards.
Project Management
  1. Implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and donor reporting requirements.
  2. Develop and adapt (as needed) project financial plan in line with contract/agreement budget and received obligations, technical strategy, work plan, and reporting requirements.
  3. Ensure contract/agreement implementation in compliance with contract/agreement clauses, MSH and donor policies, regulations and Standard Operating Procedures (SOPs).
  4. Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
  5. Manage human resources in accordance to MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
  6. With support of Chief of Party Supervisor, develop technical assistance plan and budget.
Documentation and Communication
  1. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.
  2. Promote and facilitate staff participation in MSH’s Technical Exchange Network (TEN) and south-to-south exchanges.
  3. Ensure quarterly submission of project documentation to MSH’s central Institutional Memory System (IMS).
Client(s) and other Stakeholder(s) Relationships
  1. Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
  2. Contribute to building MSH’s reputation by developing local and international networks to disseminate project results, attract talent and generate business.
Qualifications
  1. MPH, MBA or master’s level degree in related field.
  2. Fifteen plus (15+) years of progressively responsible experience developing, managing and implementing HIV/AIDS programs.
  3. Demonstrated experience managing a project seeking to improve clinical and technical outcomes for partner programs, especially in the area of HIV/AIDS care and treatment.
  4. Experience negotiating and partnering with government representatives, for profit private sector entities, local community organizations, donors and other stakeholders, including PEPFAR.
  5. Prior experience and success in directing similar or larger regional international donor-funded projects. Demonstrated strategic planning and visioning skills.
  6. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
  7. Proven record of aligning diverse, multi-level teams with project mission and vision.
  8. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  9. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
  10. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  11. Fluency in English is desired.
