MSH is seeking a Director of Strategic Information for the Regional HIV and AIDS Program Technical Support Program (RHAP/TSP) in Southern Africa. The overall purpose of this potential opportunity is to improve the technical outcomes and management of HIV programs in the USAID/SA region. USAID, through RHAP/TSP, aims to continue to reduce the impact of HIV and AIDS in the region, particularly in Lesotho and Swaziland, by increasing access to quality HIV and AIDS services. In support of PEPFAR-funded bilateral programs, RHAP/TSP activities would strengthen USG efforts to combat the impact of HIV and AIDS across the region. RHAP/TSP’s support improves the knowledge base of USG managers and implementing partners across the region in order to assure high-quality and effective programming, fills important gaps in existing programs, and maintains its focus on strengthening the role of regional organizations to combat the epidemic and provide quality technical assistance. RHAP/TSP plays a key role in analyzing and promoting strategic information around the epidemic, assisting with the implementation of programs, promoting the application of technical guidance in the region, and expanding partnerships with an emphasis on strengthening regional institutions and public-private partnerships in the region.
The Director of Strategic Information is responsible is responsible for the overall management of monitoring and evaluation system for project. S/he leads and coordinates monitoring and evaluation, systems development and related activities. The director ensures the smooth operation and quality performance of technical efforts and field activities by coordinating programmatic reporting, quality of data management and information. S/he is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the Project’s supply chain activities. The Director of Strategic Information ensures adherence to monitoring of project activities using developed tools and indicators.
This position is contingent upon project award and funding.
Specific Responsibilities
- Provide in-country technical leadership and support for monitoring and evaluation and knowledge management.
- Ensure the integration of M&E activities into all project components.
- Collect, report and analyze information on project activities.
- Ensure timely and complete reporting from in-country executing partners in accordance with approved reporting formats.
- Manage quality assurance of the data collected through and for the technical assistance assignments and capacity building activities. This will include developing Quality Assurance (QA) procedures and implementing them, training consultants and staff on QA, reviewing the data received, following up on missing data, and improving its quality on a routine basis.
- Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
- Assist the Chief of Party in the preparation of work plans/selection of indicators and annual implementation plans with a view towards the project’s M&E requirements.
- Coordinate the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
- Collect data for annual M&E plan and use those data to improve project performance.
- Adapt and implement tools and techniques to improve the quality and use of data for decision making.
- Compile information on lessons learned and expertise within and outside the project.
- Assist the Chief of Party with decision-making on resource allocation based on project priorities and performance.
- Participate on behalf of the project in appropriate technical meetings and conferences.
- Provide support to institutional and human capacity building activities at the regional and local levels for project activities.
- Develop a detailed annual work plan to build technical and managerial capacity of project.
- Based on the capacity building work plan mentioned above conduct monthly seminars, hands-on training, mentoring and coaching for project staff.
- Ensure that skills and knowledge transferred are used in the routine work on NTP.
- Carry out any such duties as may be assigned by the Chief of Party.
- Design and implement operations research.
Qualifications
- Advanced degree in public health, demography, sociology, psychology, biostatistics, statistics, or a related field.
- At least 10 years of relevant work experience in monitoring and evaluation of HIV/AIDS, and/or other relevant services, in developing countries, preferably on USAID projects.
- Experience providing technical assistance around PEPFAR M&E guidelines.
- Experience building M&E capacity of partner organizations and donor; developing training content related to PEPFAR M&E guidelines and implementation; and building capacity for using data to make decisions and program improvements.
- Experience supervising monitoring and evaluation efforts for multi-country, multi-faceted health programs.
- Experience linking data to audiences through appropriate communications channels or experience working closely with communications team to ensure data is included in products.
- Experience conducting data quality audits and using data for quality improvement.
- Experience implementing DHIS 2.0 within a national HMIS. Demonstrated decision making ability operating in a management culture built on consensus and results. Ability to work as part of a team and as an individual.
- Demonstrated intermediate skills in IT as Word, Excel and PowerPoint, experienced with project planning applications.
- Knowledge of and experience in training and capacity building.
- Fluency in written and spoken English required.
- Excellent skills in presentation of data
