Reports To: Managing Director
Implementation of commercial policies and Procedures/Debt and Revenue collections and ensure attainment of customers Satisfaction in the province. Managing the activities comprising and related to commercial and billing processes in the provision of potable water supply and sewerage collection, pumping and treatment and disposal. Ensuring business development and life cycle tariff management, and timely resolution of customer complaints in all districts of the province.
REQUIRED MINIMUM EDUCATION:
Bachelor of Business Administration,
Degree or Accountancy, Bachelor of Arts – Economics Training in Customer Care is an added advantage
REQUIRED MINIMUM EXPERIENCE: Five years at Senior Managerial Level in a commercial or water company.
DESIRABLE ADDITIONAL EDUCATION, WORK EXPERIENCE AND PERSONAL QUALITIES: Computer literate with ability to utilize a wide range of database management software and spread sheets, ability to know major customers by heart; understand the approved tariff structure and able to drive vehicles
MAIN DUTIES & ACCOUNTABILITIES
Plan, organise and implement the day to day activities involving commercial and billing processes to meet customer demands according to set standards and service levels
Plan, organise and implement daily activities involving customer care, customer sensitization, and increase in service coverage and customer database management with accordance with the set standards and regulations
Plan, organise and implement the activities involving billing and debt collection in line with approved business plans and financial budgets
Recommend innovative payment modes andReport to the Managing Director on critical areas involving daily revenue collections, debt collection and customer service reports
Produce corporate commercial budget and submits to management by September every year
Ensure that commercial losses (leading to non-revenue water) attributed to under-billing and poor billing practices are minimized
Carry out spot checks to ensure correct billing, disconnection and reconnections
Ensure that customer database updates are regularly planned, organized and carried out in a well-timed and accurate manner in line with the company’s strategic requirements
Ensure minimum disruption or inconvenience to the customer by application of customer care guidelines as enshrined in the NWASCO guidelines and signed service level guarantee
In liaison with the District Managers, plan and implement company wide disconnections and reconnections
Ensure timely resolutions for customer complaints by enhancing and implementing customer complaint resolution policy
In consultation with Head Office and supervisors negotiate on behalf of the company good and economic tariffs with larger commercials/industrial customers
Carry out Human Resource functions and work out performance agreement of subordinates
Carry out training needs assessments of all subordinates and ensure adequate and appropriate staffing is carried out
Prepare monthly and quarterly commercial reports with related performance indicators, ratios and trends to the Director Finance and administration in line with reporting deadlines or as required
Perform any other relevant duties as instructed by Managing Director & Director of Finance/Commercial
