The Zambia Qualifications Authority (ZAQA) was enacted by Parliament under Act No. 13 of2011 to provide for the development and implementation of a National Qualifications Framework;to provide for the registration and accreditation of qualifications as well as provide measures to ensure that standards and registered qualifications are internationally comparable.
ZAQA started operations in November 2014 and now wishes to fill the position of Finance and Administration Manager on a contractual basis.
Reporting to: Assistant Director-Finance and Administration
Job Summary
The Finance and Administration Manager has responsibility to plan and manage the financial resources of the Zambia Qualifications Authority; formulate and implement the Authority’s financial policies and strategies in order to ensure financial viability and reporting as well as; to manage administrative support functions of the Zambia Qualifications Authority for operational efficiency.
Accountabilities
1) Manages the preparation of annual work plans and budgets and facilitates smooth execution of activities.
2) Manages the development and implementation of an effective financial management system that optimizes the Authority’s financial resources and facilitates accurate measurement of performance;
3) Formulates and implements financial policies, procedures and strategies.
4) Manages the development and implementation of adequate and effective internal control systems and procedures in order to safeguard and ensure sufficient security of Authority assets;
5) Manages the timely preparation of management accounts and financial statements in order to provide adequate and appropriate management information to aid decision making in compliance with the provisions of the ZAQA Act.;
6) Supervises the external audit process and liaises with the Accountant on technical issues pertaining to the preparation of the accounts.
7) Manages the preparation and submission of periodic reports of the department’s activities;
8) Ensures availability of all support services for operational efficiency and a conducive working environment;
9) Oversees the provision of employee’s safety, welfare, wellness and health services as provided for in the conditions of service;
10) Ensures that all ZAQA assets are adequately protected and insured;
11) Supervises and reviews the performance of subordinates to ensure effective execution of work plans and related activities in key performance areas;
12) Perform any other duties as assigned by the supervisor from time to time.

Qualifications and Attributes
The successful candidate will possess;
(a) Minimum Academic qualifications:
Grade 12 School Certificate
(b) Minimum Vocational or Professional qualifications:
1) ZICA, ACCA, CIMA or equivalent professional qualifications.

1) Four years, two of which should have been at management level
