HUMAN RESOURCE & ADMINISTRATION MANAGER , SOS Children’s Villages Zambia


SOS Children’s Villages Zambia is a childcare and development non-governmental organization looking after children. Applications are invited from suitably qualified and experienced persons to fill the following position in the organization
Position: Human Resource and Administration Manager – (1) – National Office
Position summary
The National Human Resources Manager oversees, communicates and implements human resource plans and policies within the national association. He/she ensures delivery of HR operations to support the development of the national association, and manages & administers recruitment, orientation, compensation & benefits, performance management, staff development and other HR activities.
General aim of the position
  • Build a strong and aligned human resource base within the national association to ensure that organizational objectives can be fully supported.
  • Promote the application of organizational values, legal and ethical standards, and good management practices.
  • Support the development of a stable, committed and high-performing workforce.
Cooperation and Reporting Relationships
  • Reports directly to the National Director.
  • Receives additional professional instruction and supervision from the Regional Human Resources and  Organisation Development Advisor.
  • Work in close cooperation with all line managers induding function heads and village directors, providing technical advice and support.
  • Provides leadership and supervision to reporting HR co-workers and national training staff.
Priority tasks & responsibilities
Provides strategic HR/HR Leadership: leads the development of national HR strategies, plans & budgets that support the NA’s strategic objectives. Ensures regional/continental strategic priorities are supported. Ensures full implementation of defined
HR standards and good practices: advises on organisational & job design/redesign to support the association’s changing strategic priorities. Provides overall leadership to reporting HR & training staff.
Supports recruitment & orientation: supports the recruitment of qualified and committed staff, including preparing job profiles & vacancy announcements, reviewing the applicants, and participating in the selection process. Designs and monitors the orientation and integration of new co-workers. and personally delivers core components of the orientation.
Facilitates staff training & development: assesses staff training & development needs, and designs appropriate national training & development plans. Coordinates the initial and on-going training of SOS mothers, youth leaders and other core co-workers, working in cooperation with training personnel. Identifies growth and development opportunities for high potential co-workers/talents. Facilitates management & leadership development initiatives for key staff in cooperation with the national director.
Coordinates performance management: implements and coordinates the national performance management of appraisal system, ensuring co-workers receive regular reviews and formal appraisals. Builds internal competence in this area through facilitating on-going training and support of line managers.
Administers remuneration & HR policies: administers HR policies within the national association, including the establishment & administration of employee terms & conditions of service, salaries & benefits, employment contracts, leave records etc. Regularly reviews and benchmarks remuneration & HR policies, and proposes necessary adjustments or new policies to ensure the NA remains competitive. Ensures complete and up-to-date employment documentation and confidential handling of employee information. Maintains and reports on key HR data (employee turnover etc.).
Builds a positive work environment: advises on the correct application of employment legislation. Supports an environment of positive cooperation and appropriate discipline. Advises on disciplinary matters and ensures correct procedures are followed at all times, Provides support, understanding and counsel to staff at all levels. Helps to overcome communication problems, and to resolve conflicts and major employee grievances.
Facilitates staff phase-out: ensures proper planning and preparation in respect of departing and retiring co-workers, including offering adequate pre-retirement support, succession planning, facilitated handover of duties, payment of terminal dues etc. Conducts exits interviews to ascertain co-worker opinions; builds o network of retired SOS mothers and supports them regarding pension & medical needs etc. Advises on termination of staff, and ensures compliance with legal/labour law requirements.
Qualifications
  • Minimum of a degree in Human Resource Management, Public Administration or Business Administration
  • Masters Degree in the above mentioned fields will be an added advantage
  • At least 8 years of human resource management work experience with the last 3 years at managerial level
  • Member of the Zambia Institute of Human Resource Management (ZIHRM)
  • Understands and interprets the Zambian Labour laws
  • Good understanding of the SOS organizational structure, functions, policies, procedures, programmes and operations.
