The U.S. Embassy in Lusaka is seeking to hire an individual for the Senior Program Specialist position in the Mission’s President’s Emergency Plan for AIDS Relief (PEPFAR) office.
BASIC FUNCTION OF POSITION
Incumbent administers the Department of State’s PEPFAR portfolio comprising of support for HIV/AIDS programs targeting refugee populations in Zambia; active engagement in the HIV/AIDS Cooperating Partners Forum and Troika, and Joint Financing Agreements; data management and reporting via PEPFAR’s Strategic Information platform; and the PEPFAR Prevention and Orphans and Vulnerable Children (OVC) Small Grants programs. Incumbent ensures the full alignment of PEPFAR investments with Government strategic priorities in HIV/AIDS and ensures that PEPFAR/Zambia is aligned with the Office of the Global AIDS Coordinator (OGAC) priorities and requirements. Ensures that all submissions to Washington are accurate, timely and fully aligned with OGAC instructions and requirements. As the lead expert for PEPFAR Monitoring and Evaluation (M&E), the incumbent establishes PEPFAR targets and supports M&E activities for other State programs. Oversees all PEPFAR Strategic Information and reporting including Annual and Semi Annual Performance Reviews, the formulation of indicators for the Country Operational Plans, and the collection and reporting of all PEPFAR data to OGAC. QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- Master’s degree in Public Health, Social Work, International/Development Studies, Population Studies or related social sciences is required.
- Six years’ experience working in HIV/AIDS with the USG, the GRZ, donors and/or with a large non-governmental organization is required. Experience must demonstrate increasing levels of job complexity and responsibility, and must include at least three years of management experience.
- Fluent (Level IV) English and good working knowledge (level III) of either Bemba or Nyanja is required. English language proficiency will be tested.
- In-depth knowledge of PEPFAR as an interagency organization and approach to HIV/AIDS programming is required. Incumbent must be conversant with PEPFAR policies, procedures and requirements and must be able to effectively communicate these to the broader interagency group as well as to GRZ counterparts and other stakeholders.
- Detailed and broad knowledge of the health sector in Zambia, the Ministry of Health and the National AIDS Council is required.
- Detailed and expert knowledge of the most up-to-date practices for establishing indicators/measures for PEPFAR programs, data collection and analysis is required.
SELECTION PROCESS

- Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

- Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
- Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
- Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule. 6
