The Government of the Republic of Zambia (GRZ) adopted a transport policy in the year 2002. As a consequence, the Road Transport and Safety Agency (RTSA) was established through the Road Traffic Act No. 11 of 2002. The RTSA has the mandate to implement Government policy on road safety and transport management.

Head Finance
Job purposeThe job holder shall assist the Agency achieve its mandate through enhancement of revenue collection though ensuring existence of proper controls in revenue collection and financial management.
The job holder will be reporting to the Chief Executive Officer (CEO) and will be responding for the following:
Responsibilities
- Ensure consistent application of the Agency’s rules, regulations, directives and instructions and other statements of policy governing the matters pertaining to the financial affairs in all departments
- Supervises all the financial reporting, including review, modification, initiations and implementation of internal control procedures in coordination with all heads of departments
- Ensures sound financial management, control and disbursement of all expenditures
- Co-ordinates planning, budgeting of revenue and expenditure including preparation of annual development and operation budgets
- Co-ordinates the financial control and accounting revenue and expenditure
- Ensures books of accounting at all levels are properly maintained including the maintenance of records of RTSA’s assets and liabilities
- Approves payments up to the limit set by management
- Prepares and submits periodic performance reports to the CEO to enable and guide him to make timely and quality decisions to achieve set objectives
- Ensures audited statements of accounts are prepared, approved and published to build and sustain confidence, credibility and recognition of stakeholders
- Recommends to the Finance and Administration Committee through the Chief Executive’s Office of suitable banking facilities
- Oversees all finance staff to ensure full understanding and implementation of responsibilities
- Performs any other duties as may be assigned from time to time by the Director
Qualifications and experience
- Full ACCA or CIMA, Master’s degree in Finance or MBA will be an added advantage
- Five years post qualifications experience
- A track record in managing/developing financial management systems, controls and budget processes, preparing statutory accounts and advising and supporting budget holders
- A paid up member of the Zambia Institute of Chartered Accounts
- Understanding of the funding of road projects and budgeting system in Zambia
- High levels of honest and confidentiality
- Innovations in revenue systems monitoring
